SUMMARY

This report recommends approval of agreements for Professional Engineering Consultant Services with Interwest Consulting Group, Inc., HR Green Pacific, Inc., Charles Abbott Associates, Inc., CValdo Corporation, and Willdan Engineering to provide professional engineering, plan check, permitting, inspection, and/or administrative support services for the Engineering Division.

DISCUSSION

Professional engineering, plan check, permitting, inspection, and administrative support services for the Engineering Division are primarily performed in-house by City staff.

However, during periods of increased workload, the City utilizes professional engineering consultant services to maintain timely processing of development projects.

In May 2026, the City issued a Request for Proposal (RFP) for Professional Engineering Consultant Services using the City’s electronic bid and vendor management system, PlanetBids. The City received fifteen proposals in response to the RFP . Pursuant to the City’s Municipal Code 3.12, an evaluation panel comprised of City staff revie wed and evaluated all proposals based on the criteria established in the RFP.

Following the evaluation process, the following consultants were selected to provide professional engineering consultant services: Interwest Consulting Group, Inc., HR Green Pacific, Inc., Charles Abbott Associates, Inc., CValdo Corporation, and Willdan Engineering. The selected consultants demonstrated a clear understanding of the scope of work, City operations, and development review processes. Additionally, the consultants demonstrated relevant experience providing similar services and identified quality control measures to ensure the timely delivery of accurate and high-quality work products.

ALTERNATIVES

1. Approve and authorize the recommended actions as presented in this staff report.

report. Staff do not recommend this alternative as it may impact the Division’s ability to maintain the timely processing of development projects and effectively meet departmental goals and objectives.

FISCAL IMPACT

The requested engineering services to be provided by Interwest Consulting Group, Inc., HR Green Pacific, Inc., Charles Abbott Associates, Inc., CValdo Corporation, and Willdan Engineering are funded by the General Fund (Fund 1010). Funding is a vailable in the adopted two-year Operating Budget for Fiscal Year 2026/27. Funding for future fiscal years is subject to City Council approval through the budget adoption process. The total aggregate not-to-exceed amount of $ 4,000,000 represents the cumulative authorization across all consultant agreement s over the five -year term . Annual expenditures are anticipated to average approximately $800,000 across all consultants combined; however, actual allocations may vary based on project demands, workload, consultant availability, and operational needs, and will remain subject to City Council approval of future Operating Budgets.

Expenditures for professional engineering consultant services are offset by revenue generated through the City’s plan check review and inspection fees associated with developer-requested services. Therefore, approval of the recommended actions will not negatively impact the General Fund.
