SUMMARY
This report provides for the receipt and filing of the California Department of Transportation (Caltrans) Clean California Community Cleanup and Employment Pathway Restricted Grant Agreement in the amount of $200,000 for the City’s Bright Futures Clean Streets, Project Number GR PW CCEP.

The Community Cleanup and Employment Pathway (CCEP) Grant Program is a signature initiative designed to support public space beautification effort s such as

community-led litter and graffiti abatements on locally owned public right s-of-way while creating workforce development opportunities for individuals facing barriers to employment.

DISCUSSION
In support of Caltrans' statewide Clean California Com munity initiative to make communities cleaner, safer, and more sustainable, the Public Works Maintenance and Operations Division , in partnership with the City’s Grants Division, submitted a grant proposal for the Community Cleanup and Employment Pathways (CCEP) Grant Program in October 2025 . The application sought funding for the City’s Bright Futures Clean Streets Project, and in March 2026, the Maintenance and Operations Division was notified that the City had been selected as a grant recipient under the program.

The Bright Futures Clean Streets Project will focus on areas throughout the City that regularly experience litter and graffiti, including Sunnymead Boulevard, Frederick Street, and freeway -adjacent corridors. Project activities will include litte r removal, graffiti abatement, and general cleanup efforts. The project will also support three “Let’s Beautify MoVal Together” community cleanup eve nts, encouraging community engagement and civic pride.

A core component of the project is workforce development. Through partnerships with the City’s Business and Employment Resource Center (BERC) and the Center for Employment Opportunities (CEO) - a nationally recognized workforce development organization, local businesses, and community organizations, the C ity will recruit temporary workers through referrals from these entities. Recruitment efforts will focus on individuals who face barriers to employment, including low-income individuals, persons experiencing homelessness , and justice -impacted individuals. Participants will receive paid on-the-job training and gain experience in litter abatement, graffiti removal, and basic maintenance activities. In addition, participants will receive job -readiness support, resume development, interview preparation, and job placement assistance through BERC.

In addition to cleanup activities, the project incorporates education, community outreach, and workforce development opportunities, complemented by landscaping and beautification enhancements designed to improve publi c spaces and strengthen neighborhood pride.

The project is expected to remove approximately 300 tons of litter and debris, address graffiti at approximately 100 locations, and improve the appearance of public spaces throughout the community. Project planning and community outreach began in late spring 2026, with recruitment and training efforts to continue through June 2026. Cleanup and beautification activities will begin in July 2026 and continue through March 2027.

In December of 2025, Caltrans official ly recognized the City of Moreno Valley as a designated Clean California Community. This distinction is awarded to cities that have demonstrated an outstanding commitment to enhancing public spaces, reducing litter, and fostering community pride.

ID: 26-0261 Page 3
While the Clean California Community designation was not a requirement for eligibility under the Community Cleanup and Employment Pathways (CCEP) Grant Program, it reinforced the City’s demonstrated commitment to the Beautify MoVal Initiative and its continued investment in maintaining clean, safe, and welcoming neighborhoods.
