TITLE: CONSIDER THE FINAL FLAG DESIGN

RECOMMENDED BY THE ENVIRONMENTAL AND

HISTORICAL PRESERVATION COMMISSION (EHPC)
(REPORT OF: COMMUNITY DEVELOPMENT)
(DISTRICT: ALL DISTRICTS)

TITLE SUMMARY: Consideration Of The Final Flag Design Recommended By The Environmental And Historical Preservation Commission (EHPC) For Adoption As The Official City Flag

DISTRICT: All Districts

Recommendation(s)

That the City Council:

1. Consider and adopt the final flag design recommended by the Environmental and Historical Preservation Commission (EHPC) as the City of Moreno Valley's official flag; and

2. If appropriate, direct staff to coordinate implementation of the adopted City Flag.

SUMMARY
On December 3, 2024, the City Council authorized the Environmental and Historical Preservation Commission (EHPC) to sponsor a city flag design competition to reimagine the City’s flag. The contest was conducted from August 11 through October 13, 2025, and generated 83 submissions from residents throughout all four City Council districts.

Following a blind evaluation process, the EHPC selected the three highest -scoring designs for the City Council's consideration. On November 4, 2025, the City Council selected the design submitted by Moreno Valley resident Rebecca Garcia as the winning design for the competition and directed the EHPC to request additional design iterations from Ms. Garcia for further review.

Since November 2025, the EHPC has reviewed revised concepts provided by Ms. Garcia.

At its July 13, 2026 , meeting, the EHPC selected a final design iteration and recommended that it be forwarded to the City Council for adoption as the official City flag.

The recommended design is included as Attachment 1.

DISCUSSION
The Flag Redesign Contest was established to create a visual emblem that connects Moreno Valley’s heritage with its future, strengthening civic identity, community pride, and unity. Ms. Garcia provided various iterations. The EHPC discussed the a rtist's work and provided feedback, which led to the final recommended design. This design incorporates recognizable local imagery, including the Box Springs Mountain silhouette and the landmark “M,” wild burros, California poppies, and aircraft trails, re flecting the City’s “Where Dreams Soar” identity. The design also includes the City name and uses a blue, gold, red, and white color palette. Together, these elements represent Moreno Valley’s landscape, history, and community character.

Adoption of the recommended design as the new official City flag will complete the flag redesign process. Therefore, the City Council may direct staff to coordinate the implementation of the new official City flag, including an unveiling and a plan for its incorporation into future civic and ceremonial uses.

ALTERNATIVES

1. Adopt the EHPC recommended design as the City’s official flag and direct staff to proceed with implementation. This is the recommended alternative as proposed by the EHPC as it would complete the City’s flag redesign process.

2. Do not adopt a new official City flag at this time. The EHPC does not recommend this alternative.

FISCAL IMPACT
There is no fiscal impact associated with selecting and adopti ng the official flag design.

Costs related to the implementation of a new City flag may be brought to the City Council for consideration and direction at a future meeting.

NOTIFICATION
