Valley Hall of Fame,” which was seconded by Councilwoman Barnard and approved 4-0, as the Mayor Pro Tem at the time (Baca -Santa Cruz) was away for the vote. At the September 2, 2025, Council Meeting, Mayor Pro Tem suggested direc ting staff to work with the EHPC and bring the item back for discussion within six months to a year. The motion was moved by Councilwoman Barnard and seconded by Councilmember Gonzalez with a vote of 4-0, as Mayor Cabrera was away for the vote.

The EHPC has developed the eligibility requirements in the attached Moreno Valley Hall of Fame Guidelines and Criteria. The EHPC has organized these guidelines into thirteen sections that collectively define the regulations guiding a proposed Moreno Valley Hall of Fame. At the July 13, 2026 , EHPC meeting, the Commission held a final vote to recommend the Moreno Valley Hall of Fame Guidelines and Criteria to the City Council at the next available City Council meeting.

ALTERNATIVES

1. Adopt the proposed Moreno Valley Hall of Fame Guidelines and Criteria. The EHPC recommends this alternative , as months of research and discussion went into developing the proposed Guidelines, which will help to regulate a proposed Moreno Valley Hall of Fame.

2. Provide further direction on spec ific sections of the proposed Moreno Valley Hall of Fame Guidelines and Criteria. The EHPC would accept this alternative to clarify and strengthen the Guidelines.

3. Do not approve the proposed Moreno Valley Hall of Fame Guidelines and Criteria.

The EHPC does not recommend this alternative.

FISCAL IMPACT
There is no fiscal impact associated with the discussion item and presentation by the Environmental and Historical Preservation Commission. Should the City Council choose to move forward with a Moreno Valley H all of Fame, the associated fiscal impact would be brought back to the City Council for consideration and direction at a future meeting.

NOTIFICATION
This item was posted in accordance with the Brown Act as part of the regular agenda for the August 18, 2026 City Council meeting.
