DISCUSSION
Roadway improvements along the City's arterial network are largely constructed as adjacent properties are developed. As a result, this leaves some nearby segments of the affected roadways in their unimproved conditions. Although as development continues and funding opportunities become available, the City evaluates these unimproved segments for inclusion in the Capital Improvement Program (CIP) ; in the meantime, however, while these unimproved segments continue to be safe to use by t he general public, they may appear to the public to be unfinished, overlooked or ignored. In addition, until they are improved, they will continue to exist in unimproved conditions that do not conform to the specifications and objectives as set forth and envisioned in the Circulation Element of the City’s General Plan. In other words, until the adjacent properties are developed, these unimproved segments will not provide the ultimate roadway width s, multimodal facilities, or operational capacities that the Circulation Element has identified as being necessary for each segment to effectively accommodate future increases in vehicular traffic and pedestrian use on and along these roadways.
One such unimproved segment includes the south side of Box Springs Road between Clark Street and Pine Cone Lane. This unimproved segment is situated between fully improved segments immediately to the west and east. Staff recommends adding this unimproved segment to the Capital Improvement Program for future improvements, which may include roadway widening, curb and gutter, sidewalk, drainage improvements, and other associated roadway infrastructure necessary to complete the ultimate roadway cross-section and corridor improvements, as deemed necessary and appropriate in the Circulation Element of the General Plan.
Similarly, two unimproved segments of Cottonwood Avenue remain partially improved , which include the north side between Ellsworth Street and Pan Am Boulevard, and the south side between Perris Boulevard and Crape Myrtle Drive. Completing the necessary improvements to these unimproved segments would provide the ultimate roadway cross- section, improve continuity along the corridor, and allow for construction of curb, gutter, sidewalk, and other multimodal improvements, a s appropriate and consistent with the City's adopted plans.
In addition, staff recommends future roadway widening along the west side of Kitching Street between Gentian Avenue and Casa Encantador Road. The proposed improvements would provide an additional through-lane in each direction and a continuous two-way left-turn lane. Accordingly, these four arterial roadway segments are recommended for inclusion in the adopted Capital Improvement Program for future design and construction as funding becomes available. Completion of these improvements would close existing infrastructure gaps, improve safety for motorists, bicyclists, and pedestrians, enhance traffic circulation, and support the City's continued growth and development, without having to defer s uch improvements until such time the adjacent properties are developed. Of course, however, the costs of the aforementioned improvements will be incorporated in the respective development impact fee schedules.
Approval of the recommended actions would su pport Objective 4.6 of the Momentum MoVal Strategic Plan, which calls for advancing the development of a well-connected and

balanced citywide transportation network that serves all modes of travel. Moreover, completing the aforementioned necessary improvem ents along the segments identified above will improve the aesthetics of the area, and convey the message to the public that these unimproved segments have not been overlooked or ignored by the City.
ALTERNATIVES
1. Approve and authorize the recommended actions as presented in this staff report.
This alternative will allow much-needed infrastructure improvements to be included in the CIP. Staff recommends this alternative.
2. Do not approve and authorize the recommended actions as presented in this staff report. This alternative may delay the inclusion of much -needed infrastructure improvements in the CIP. Staff does not recommend this alternative.
FISCAL IMPACT
Amending the CIP for Fiscal Years 2025 -26 and 2026 -27 to include four segments of arterial street as unfunded projects for future improvements poses no fiscal impact to the City.
NOTIFICATION
The agenda was posted in accordance with the Brown Act.
