Riverside University Health System (RUHS) is planning to expand its Medical property, including the development of a new surface parking lot, landscaping, and three new facilities: the Behavioral Health Treatment Center, the Medical Office Building, and the Emergency Department Expansion . To support this expansion and provide adequate flood protection and drainage, new storm drain facilities are required.
The Riverside County Flood Control and Water Conservation District (District) has agreed to provide funding assistance for the design and construction of the required Moreno Master Drainage Plan ( MDP) Line J improvements. RUHS, as the project lead agency, will design and construct the improvements within Morrison Street from Brodiaea Avenue to Cactus Avenue and Brodiaea Avenue, west of Morrison Street to east o f Blue Ribbon Lane, in accordance with City and District standards . The improvements will extend the Moreno MDP Line J storm drain system and include alleviating potential flood issues and support the future RUHS property expansion.
The storm drain improvement plans (LCO26-0025) have been reviewed and approved by the City and the District. Construction will adhere to current Greenbook and Caltrans specifications and will be inspected by City and District personnel to ensure compliance with applicable standards and approved plans.
Upon completion of the improvements, the cooperative agreement establishes the ongoing ownership, operation, and maintenance responsibilities among the agencies .
The District will assume responsibility for the r egional mainline facilities with diameters greater than 36 inches . The City will assume responsibility for the project’s associated inlets, connector pipes, and lateral storm drains that are 36 inches or less in diameter located within the City's right-of-way.
