SUMMARY
This report recommends approval of the Cooperative Agreement between the Riverside County Flood Control and Water Conservation District, the City of Moreno Valley, and Highland Fairview Operation Company, to coordinate the construction and maintenance of master storm drain facilities east of Merwin Street between Bay Avenue and Alessandro Boulevard within the World Logistics Center Specific Plan, to ensure flood protection and convey stormwater runoff as a result of the developer’s planned development.

DISCUSSION
As a condition of approval for PEN24 -0130, a 950,530 square -foot warehouse constructed in the northern portion of the World Logistics Center Specific Plan, certain flood control facilities are required to be constructed to ensure proper flood protection and drainage from stormwater runoff. Due to the size and scope of The World Logistics Center Specific Plan, the approved Preliminary Hydrology Study (LST22 -0040) proposed the construction of a regional detention basin as part of the Line F Master Drainage Plan (MDP) storm drain system. The detention basin will be constructed east of Merwin Street, between Bay Avenue and Alessandro Boulevard. During rainstorm events, the basin will capture and regulate stormwater runoff, helping reduce the risk of flooding in the region.

Project improvements include the construction of a detention basin to accommodate a 100-year storm event, a junction structure, and a reinforced concrete box culvert to convey storm flows . Under the proposed cooperative agreement, Highland Fairview Operation Company (Developer) is responsible for designing and constructing these improvements and for preparing plans and specifications in accordance with Riverside County Flood Control and Water Conservation District’s (District) and the City of Moreno Valley (City) standards. The detention basin construction plans (LCO23-0051) have been reviewed and approved by both agencies, which will conduct inspections during construction to ensure compliance with the standards.

Upon satisfactory completion of the improvements and fulfillment of the requirements of the Agreement, the District and the City will accept ownership and maintenance responsibility of the drainage facilities within their respective jurisdictions, consistent with standard practice for regional drainage systems. The District will maintain the detention basin and associated flood control facilities. The City will own, operate, and maintain the local storm drain f acilities within the public right -of-way that connect to the regional drainage system, including preserving capacity through routine inspection, repair, and removal of sediment, debris, vegetation, and other obstructions.

To guarantee completion of the req uired public improvements, the Developer has provided Faithful Performance and Material and Labor bond s for both the District's and the City’s drainage facilities . The City will retain the bonds until the improvements are completed and formally accepted by both agencies.
