Mayor and City Council/City Clerk
AGENDA DATE: September 1, 2026
TITLE: BIENNIAL REVIEW OF THE CITY CLERK’S CONFLICT
OF INTEREST CODE (REPORT OF: CITY CLERK)
(DISTRICT: NOT APPLICABLE)
TITLE SUMMARY: Biennial Review of the Conflict of Interest Code
DISTRICT: Not Applicable
Recommendation(s)
That the City Council:
1. Adopt Resolution No. 2026 -XX, a Resolution Amending the City's Conflict of Interest Code to include the City Council of the City of Moreno Valley, Moreno Valley Community Services District, City as Successor Agency for the Community Redevelopment Agency of the City of Moreno Valley , Moreno Valley Housing Authority, Moreno Valley Public Financing Corporation Board of Directors , Moreno Valley Public Financing Authority, Board of Library Trustees of the City of Moreno Valley , and Moreno Valley Community Foundation, and to incorporate by reference the Standard Model of Conflict of Interest Code for these agencies.
SUMMARY
The Political Reform Act requires every local government agency to review its conflict-of- interest code biennially, in even -numbered years. A conflict -of-interest code tells public officials, government employees, and consult ants which financial interests they must disclose on their Statements of Economic Interests (Form 700).

DISCUSSION
The proposed amendments to the City’s Conflict of Interest Code are necessary to maintain the Code's compliance with the California Politic al Reform Act, Government Code section 87300, and applicable regulations of the California Fair Political Practices Commission (FPPC). The amendments reflect changes in employee titles across various City departments, revised disclosure categories applicab le to the City, Community Services District, Housing Authority, and Successor Agency; and the addition of the Public Financing Corporation, Public Financing Authority, Board of Library Trustees, and Community Foundation.
Government Code Section 87306 req uires that local agencies review their conflict -of- interest codes during each even-numbered year and determine whether amendments are necessary. The City Council last updated the City’s Conflict of Interest Code on September 17, 2024, through the adoption of four resolutions for the City Council, Community Services District, Housing Authority, and Successor Agency.
The proposed 2026 Conflict of Interest Code includes several changes intended to streamline and update the Code, including:
Adoption of a city-wide Code through one resolution, with attached lists of designated officers and employees for each of the eight agencies; Incorporation by reference to FPPC Regulation 18730;
Revision of disclosure categories aligns with the duties and responsibiliti es of designated positions; and
Reduction of designated positions to those with decision-making authority.
The proposed amendments would replace the prior practice of requiring full disclosure from all designated positions. Consistent with applicable FPPC regulations and guidance, each designated position would be assigned disclosure requirements tailored to its duties and responsibilities. Adoption of the attached resolution and exhibits would update the City’s Conflict of Interest Code and ensure continued compliance with state law.
