of a state constitutional amendment or other legislative, policy, or ballot-based strategies to restore and strengthen local authority over housing and land use decisions.
On July 23, 2026, the City of Moreno Valley submitted a letter of concurrence supporting the City of Murrieta’s submission of Resolution No. 1 for consideration by Cal Cities. The City is identified as a supporting city in the 2026 Cal Cities Resolution Packet.
On August 18, 2026, the City Council designated Mayor Ulises Cabrera as the City’s voting delegate and Councilmember Edward Delgado as the alternate for the 2026 Cal Cities General Assembly.
This item requests that the City Council adopt a resolution directing the City’s designated voting delegate, or alternate , and the City Manager to vote in favor of Resolution No. 2026-1 if the resolution is presented for consideration by the Cal Cities General Assembly.
DISCUSSION
Cal Cities allows member cities to submit policy resolutions on matters of importance to California cities for consideration through its annual resolution process. For 2026, Cal Cities received one resolution by the submission deadline.
Resolution No. 1 was submitted by the City of Murrieta and calls for Cal Cities to support the development and advancement of a state constitutional amendment or other legislative, policy, or ballot-based strategies to restore and strengthen local authority over housing and land use matters.
The resolution address es local authority over matters including general plans, housing elements, zoning, density, design and development standards, project siting, and the approval or denial of housing development applications. The resolution also recognizes the State’s authority to establish broad statewide housing goals and enforce constitutional and civil rights, fair housing requirements, building and life -safety standards, and generally applicable environmental protections.
Resolution No. 1 further calls for Cal Cities to consider establishing a statewide working group or other appropriate committee to evaluate potential strategies to restore and strengthen local authority over housing and land use matters. Such an effort could include legal, fiscal, and policy analyses, en gagement with cities and other stakeholders, and development of a statewide coalition in preparation for a potential future initiative.
The proposed City Council action does not establish a new City position on Resolution No. 1. Rather, the proposed resol ution memorializes the City’s previously expressed support and provides formal direction to the City’s designated voting delegate and City Manager regarding the City’s vote at the 2026 Cal Cities General Assembly.
ALTERNATIVES
1. Adopt Resolution No. 2026-XX directing the City’s designated voting delegate, or
ID: 26-0329 Page 3
alternate, and City Manager to vote in favor of Cal Cities Resolution No. 1 if presented for consideration at the 2026 General Assembly. Staff recommends this alternative.
2. Do not adopt the proposed resolution and provide alternative direction to staff. Staff does not recommend this alternative.
FISCAL IMPACT
There is no direct fiscal impact associated with the adoption of the proposed resolution directing the City’s voting delegate and City Manager.
Cal Cities' staff analysis notes that Resolution No. 1 itself would not have a significant direct fiscal impact. Depending on future actions or strategies resulting from Resolution No. 1, future fiscal impacts could be significant.
NOTIFICATION
The agenda for the September 1, 2026, City Council meeting was posted in accordance with the Brown Act.
