3. Authorize the City Manager, or designee, the authority to execute any subsequent amendments to the Agreement with Yamada Enterprises, including authorizing associated Purchase Orders and Change Orders in accordance with the Agreement's terms, subject to the approval of the City Attorney and within the budgetary amounts previously approved by the City Council as part of the adopted and/or amended budget process; and

SUMMARY

This report recommends that the City Council approve the Agreement with Yamada Enterprises pursuant to Moreno Valley Municipal Code 3.12.260, which allows the City to utilize competitively awarded government contracts, commonly referred to as “piggybacking,” without further contracting, solicitation, or formal bidding to buy goods or services, if it benefits the city and follows State law.

The City will utilize the California Multiple Award Schedule (CMAS) Cooperative Agreement No. 4 -24-08-1008 to procure the required library furnishings from Yamada Enterprises for the Lakeshore Village Branch Library Project No. 803 0066. Utilizing the CMAS agreement provides the City with an established, competitively awarded procurement vehicle for purchasing the required furnishings in accordance with applicable State law and City purchasing requirements.

DISCUSSION

The City is completing the development of the new Lakeshore Village Branch Library, the third satellite branch Library in the City’s history. As part of the project, the facility must be furnished and equipped with appropriate shelving, furniture, and related items necessary to support library operations and provide a functional, welcoming environment for library patrons and staff. Library furniture has lead times of three to four months.

Therefore, it is important that the City proceed with the procurement of the fu rniture in a timely manner to support the project schedule.

Yamada Enterprises was previously u tilized to furnish the City’s Iris Plaza Library.

Continuing with Yamada will maintain consistency in design, quality, functionality, and appearance across the City’s library facilities. Standardized shelving and furnishings also ensure component compatibility and support future maintenance, replacement, and expansion.
