ID: 26-0367 Page 2
In anticipation of the upcoming State Legislative Session for the next two years, the City’s Legislative Platform is designed to serve as a living policy document that evolves with the City’s priorities and enables the City to respond effectively and efficiently to legislative issues that may impact the City of Moreno Valley.

As part of the current update, staff conducted a comprehensive review of the existing Platform and coordinated with City departments and the City’s legislative partners to identify updates and additional priorities. The recommended Legislative Advocacy Platform is intended to better reflect the City’s current needs, objectives, and policy interests, while providing clear direction for the City’s legislative advocacy efforts. Minor edits and revisions have also been incorporated throughout the document to improve clarity, consistency, and readability, including the addition of a Table of Contents to help users navigate the Platform more easily and locate key policy areas.

The proposed Legislative Advocacy Platform refines and updates the City’s legislative principles and priorities while maintaining its primary purpose of providing City Councilapproved policy direction for the City’s advocacy efforts. The Legislative Platform also supplements the goals and policies established through the Momentum MoVal Strategic Plan. The revised Platform addresses key areas including community and economic development, environmental sustainability and public health, fiscal responsibility, livability, local control, public safety, public utilities, transportation infrastructure and mobility, and innovation, including emerging technologies and advancements that may affect municipal operations, service delivery, economic development, and the community.

The addition of an Innovation section reflects current technological trends and provides policy direction on opportunities and considerations associated with technological advancements.

The proposed Legislative Advocacy Platform also provides greater clarity regarding its implementation and the City’s ability to respond to legislative matters in a timely manner.

City officials and staff may take appropriate advocacy action in accordance with the authority established by the City Council. Legislative matters that fall outside the scope of the adopted Platform must be presented to the City Council for consideration and direction.

Approval of the proposed document will ensure the Legislative Platform remains current and provides clear guidance for effectively advancing and protecting the interests of the City of Moreno Valley and its residents at the regional, state, and federal levels.
