SUMMARY
The following report recommends approval of temporary road closures for the St.
Christopher Parish “Visit of the Pilgrimage of Our Lady of San Juan de Los Lagos” special event in Moreno Valley on Friday, October 16, 2026. The closures will be in effect from 5:00 p.m. to 7:00 p.m., with the procession taking place from 6:00 p.m. to 7:00 p.m., ID: 26-0365 Page 2
beginning at St. Christopher Parish and proceeding along Cottonwood Avenue to Kitching Street. This report also seeks authorization for the Moreno Valley Police Department and Public Works Director/City Engineer to implement any necessary adjustments or additional road closures related to the event.
DISCUSSION
St. Christopher Parish, located at 25075 Cottonwood Avenue near the intersection of Perris Boulevard and Cottonwood Avenue, is hosting a special event to honor the “Visit of the Pilgrimage of Our Lady of San Juan de Los Lagos.” This religious and cultural observance features a community procession that reflects a longstanding Catholic devotional tradition associated with the Basilica of San Juan de Los Lagos in Jalisco, Mexico. Similar processions are observed by communities across the United States. The event will bring together walkers, parishioners, and families who will carry religious banners, sing hymns, and pray in a spirit of reverence and unity. The procession will proceed along Cottonwood Avenue to Kitching Street, requiring temporary road closures for the safety of all participants.
Pilgrimage Path of Travel:
Participants will follow an out-and-back route approximately half a mile long each way.
They will gather at St. Christopher Parish before proceeding east along Cottonwood Avenue to the intersection with Kitching Street, near the south lot of Butterfield Elementary School at 13400 Kitching Street. The group will then return to the parish by the same route. To ensure participant safety and minimize traffic disruptions, temporary street closures along the designated route, coordinated with public safety officials, are necessary.
The proposed road closures include:
1. A temporary vehicular closure of Cottonwood Avenue extending from the Perris Boulevard intersection (adjacent to St. Christopher Parish) to the Kitching Street intersection (proximate to Butterfield Elementary's southern parking lot).
The Moreno Valley Police Department will implement these street closures in coordination with the Public Works Department and will redirect traffic as needed. Emergency personnel will have full access to all areas during the temporary closure to ensure timely response to residents.
ALTERNATIVES
1. Approve and authorize the recommendations outlined in this staff report. Staff recommends this alternative because it enables a comprehensive process to guarantee the safety of all participants.
2. Do not approve or authorize the recommendations outlined in this staff report.
Staff does not recommend this alternative, as it would hinder the safe and thorough execution of the process for everyone involved.
ID: 26-0365 Page 3
FISCAL IMPACT
The costs associated with the road closure will be absorbed by the adopted Fiscal Year 2026/27 Moreno Valley Police Department operating budget.
NOTIFICATION
Publication of the agenda.
The applicant will notify nearby businesses. The City will post no-parking and roadclosure signage at least 72 hours prior to the event to provide residents with sufficient notice of the temporary street closures.
