SUMMARY
This staff report recommends awarding a construction agreement to L.C. Paving & Sealing Inc. for the Bay Avenue Sidewalk Improvements Project (Project No 801 0111).

The project is funded by the Community Development Block Grant (Fund 2512). The proposed improvements will enhance pedestrian safety and accessibility for residents and the public traveling along Bay Avenue between Grant Street and Day Street.

DISCUSSION
The Bay Avenue Sidewalk Improvements Project, located on Bay Avenue between Grant Street and Day Street, aims to significantly improve pedestrian connectivity and accessibility along this arterial roadway segment. The project will construct new sidewalks and related enhancements along both sides of Bay Avenue, creating a continuous pedestrian path and increasing accessibility along this corridor.

Additional improvements will include curbs and gutters, upgraded driveway approaches, drainage upgrades, access ramps, and pavement widening to support the new sidewalks.

Since the project’s location is within the federal Community Development Block Grant (CDBG) Program’s eligible Census Tract area, the City can leverage CDBG funding for these improvements. These improvements will enhance pedestrian safety and establish a continuous pedestrian corridor along this segment of Bay Avenue.

The design phase of the project was completed in July 2026. The project was advertised for construction bids on July 29, 2026. Twelve (12) bids were received via the City’s electronic bid management system, PlanetBids, on August 26, 2026, as follows:

Contractors Bid Amount

1. L.C. Paving & Sealing Inc. $1,179,907.75

2. LCR Earthwork & Engineering, Corp. $1,419,124.00

3. Van Engineering Inc. $1,490,557.00

4. Vido Samarzich, Inc. $1,667,749.00

5. Marjani Builders, Inc. $1,766,912.50

6. Onyx Paving Company Inc. $1,773,000.00
ID: 26-0378 Page 3

7. All American Asphalt $1,862,360.00

8. TVR Construction Engineering LLC $1,889,167.81

9. Global Builders Inc. $1,998,888.00

10. PUB Construction Inc. $2,025,423.26

11. Marin Concrete Construction, Inc. $2,110,765.00

12.CT&T Concrete Paving Inc. $2,923,869.00
The lowest responsible bidder was determined by comparing the cumulative total for all bid items as stipulated in the bidding documents. Staff reviewed the bid from L.C. Paving & Sealing Inc. and found it to be the lowest responsive and responsible bidder in possession of a valid license and bid bond. Reference checks provided by the bidder revealed no outstanding issues. Therefore, staff recommends awarding an agreement to L.C. Paving & Sealing Inc. in the amount of $1,179,907.75 and authorizing the issuance of a purchase order in the amount of $1,415,889.30, which includes the bid amount plus a 20% contingency to construct these much-needed street improvements. The contingency is recommended to account for latent or unforeseen circumstances that may arise during construction.

ENVIRONMENTAL REVIEW
The Community Development Department’s Planning Division determined that the project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines and Section 5.1.2 of the City’s Rules and Procedures for the Implementation of CEQA.

ALTERNATIVES

1. Approve and authorize the recommended actions as presented in this staff report.

This alternative will provide for the timely construction of the Bay Avenue Sidewalk Improvements. Staff recommends this alternative.

2. Do not approve and authorize the recommended actions as presented in this staff report. Staff does not recommend this alternative, as it will delay the construction of much-needed improvements and may result in a loss of CDBG grant funding and higher future construction costs.

FISCAL IMPACT
The Bay Avenue Sidewalk Improvements Project (801 0111) is funded through Community Development Block Grant (CDBG) funds (Fund 2512). In FY 2024/25, $1,225,977.00 was awarded to this project, and as of FY 2026/27 there is a remaining available budget of $1,065,337.00. Due to costs savings from the Sherman Avenue Sidewalk Improvements Project (801 0119), an additional $500,000 in CDBG funding will be reallocated to this project. Thereby increasing the remaining available budget for Bay Avenue Sidewalk Improvements Project to $1,565,337.00.
