SUMMARY
This staff report recommends approval of an agreement with G2 Construction, Inc. for the Citywide Full Trash Capture Device Installation Project. The project involves constructing and installing Trash Full Capture Devices in storm drains Citywide to comply with the State of California Storm Water Management Program mandates. The project is funded by the Storm Water Management Fund (2008) and the Capital Improvement Grants Fund (Fund 3001).
DISCUSSION
The California State Water Resources Storm Water Management Program mandates that cities throughout California install Full Trash Capture Devices on catch basins to help prevent downstream pollution from entering storm drains, thereby protecting our local waterways. These devices are high-performance treatment systems that capture trash and debris from storm water runoff. These devices will be installed in approximately 970 catch basins across the City, with metal connector pipe screen units placed directly into the City’s existing storm drains. These devices will improve the performance of the City’s storm drains while meeting the State’s strict guidelines.
The first phase of the project was completed in 2025 with 350 units installed. This second phase aims to add 450 connector pipe screen units, and the remaining 150 catch basin screening units will be installed over four years in accordance with State mandates.
The project design was completed in-house by engineering staff and the construction bids were advertised on August 4, 2026. Bidding followed the Public Contract Code. Five bids were received via PlanetBids.com on August 25, 2026 as follows:
Contractors Bid Amounts
1. G2 Construction, Inc. $418,500.00
2. United Storm Water, Inc $452,004.00
3. Apex $599,662.00
4. Downstream Services, Inc. $816,698.00
5. MBE Construction, Inc. $1,409,383.00
Staff reviewed G2 Construction, Inc.’s bid and found it responsive and responsible, with a valid license and bid bond. No issues were identified from the references submitted.
ID: 26-0379 Page 3
Staff recommends awarding the contract and issuing a purchase order to G2 Construction, Inc. for $502,200, which includes the base bid of $418,500 and a 20% contingency. The base bid is sufficient to cover any costs associated with Additive Bid No. 1.
Environmental Review
The proposed project is Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) as it is for the installation of the proposed Full Trash Capture Devices on existing catch basins, which will assist in the prevention of downstream pollution from entering storm drains, thereby protecting our local waterways.
ALTERNATIVES
1. Approve and authorize the recommended actions as presented in this staff report.
This alternative will enable the timely construction of much-needed full trash capture devices to meet state mandates. Staff recommends this alternative.
2. Do not approve and authorize the recommended actions as presented in this staff report. Doing so will delay the state-mandated Trash Capture Implementation Program. Staff does not recommend this alternative as it will delay the construction of needed full trash capture devices and may result in higher costs and fines in the future.
FISCAL IMPACT
This project is funded by Storm Water Management (Fund 2008) and by Capital Improvement Grants (Fund 3001). There is no impact on the General Fund.
