SUMMARY
This report recommends approval of a purchase agreement with Walters Wholesale Electric, Inc. for the purchase of 115 kV circuit breakers. The 115 kV circuit breakers will be used for the City’s Moreno Valley Substation Expansion project. The purchase is funded with Moreno Valley Electric Utility’s Restricted Asset Fund balance and has been approved in the Fiscal Year 2026/2027 Adopted Capital Improvement Plan.
DISCUSSION
Moreno Valley Electric Utility’s (MVU) Distribution System Planning for the Years 2026 through 2030 has identified the expansion of the Moreno Valley Substation as a highpriority project that will improve reliability and operational flexibility of the electric distribution system on the eastern side of the City, as well as accommodate planned commercial, industrial, and residential development projects.
The 115 kV high side circuit breakers are essential to the Moreno Valley’s Substation Expansion project (Project 805 0068). These circuit breakers help protect the 115 kV Moreno Valley substation transformers by physically opening the circuit when the flow of electricity exceeds dangerous levels.
A Request for Proposals (RFP 2026-002) for the 115 kV circuit breakers was advertised through the City’s bid management system, PlanetBids, on February 5, 2026. Three proposals were received and determined to be responsive. The proposals were reviewed and scored by City staff based on the proposers’ qualifications and experience, technical proposal, and cost proposal. Based on the combined evaluation scores, Walters Wholesale Electric, Inc. received the highest overall rating.
The proposers, in order of overall ranking, were:
1. Walters Wholesale Electric, Inc.
2. OneSource Supply Solutions
3. GA Technical Services, Inc.
