project, including issuing additional purchase orders, up to the annual project budget as previously approved by the City Council, subject to the approval of the City Attorney.
SUMMARY
The intent of this report is to recommend approval of an additional 20% of contingency, which will add $29,841.20 to cover anticipated construction costs resulting from field conditions associated with the construction of electric vehicle chargers at the Moreno Valley Civic Center Amphitheater. The additional contingency amount will increase the total contract to $179,047.20. The project is funded by Moreno Valley Electric (MVU) restricted fund balance and has been approved in the Fiscal Year 2025/2026 Adopted Capital Improvement Plan.
DISCUSSION
As the City expands its electric fleet, several capital improvement projects are needed to support vehicle charging infrastructure. The Electric Vehicle (EV) Charging Project at the Moreno Valley Civic Center Amphitheater will install EV chargers in the Amphitheater parking to provide charging solutions for the City’s electric fleet to accommodate the growing number of EV owners in the community.
The initial agreement with CornerstoneCC was approved for $149,206 to fund the project’s construction costs. During construction, utility lines were discovered in locations that differed from those shown on the as-built plans. Additionally, an existing drain line conflicted with the proposed transformer location. As a result, the transformer was relocated several feet to avoid the drain line, which required additional materials and increased construction costs.
The additional work also included replacing deteriorated Americans with Disabilities Act (ADA) and EV parking signs and restriping the accessible EV charging stalls to improve the condition and visibility of the signs and pavement markings.
These improvements, in coordination with the EV charger installation, will enhance the condition and appearance of the parking area and facilitate the project’s completion.
ALTERNATIVES
1. Approve and authorize the recommended actions as presented in this staff report.
This will allow for the timely construction of the EV charging stations in the Moreno Valley Civic Center Amphitheater parking lot. Staff recommends this alternative.
2. Do not approve and authorize the recommended actions as presented in this staff report. This alternative will delay the timely construction of this project and slow the growth of electric vehicle charging infrastructure in the City. Staff does not recommend this alternative.
FISCAL IMPACT
The EV Charger Project is included in the Fiscal Year 2025/2026 and 2026/2027 Adopted ID: 26-0377 Page 3
Capital Improvement Plan Budget and is funded by the Moreno Valley Electric Utility’s Restricted Asset Fund (6011). The fund has sufficient budget to cover the $29,841.20 increase in construction costs without impacting the General Fund.
