District 1
Recommendation(s)
That the City Council:
1. Authorize the City Manager to increase the CornerstoneCC contract contingency amount for Project 805 0083 by $139,683 to a total amount of $838,098 (original authorized contract amount of $698,415 plus 20% contingency). Funded by the Moreno Valley Electric Utility’s Restricted Assets Fund (6011);

project, including issuing additional purchase orders, up to the annual project budget as previously approved by the City Council, subject to the approval of the City Attorney.
SUMMARY
The intent of this report is to recommend approval of an additional 20% of contingency, which will add $139,683 to cover anticipated construction costs resulting from field conditions associated with the construction of electric vehicle chargers at the City Hall fleet vehicle parking cage. The additional contingency amount will increase the total contract amount to $838,098. The project is funded by the Moreno Valley Electric Utility restricted fund balance and has been approved in the Fiscal Year 2025/2026 Adopted Capital Improvement Plan.
DISCUSSION
As the City expands its electric fleet, several capital improvement projects are needed to support vehicle charging infrastructure. The electric vehicle (EV) chargers at the City Hall Fleet Cage Project will enable Moreno Valley Electric Utility (MVU) to provide convenient charging solutions for the City’s electric fleet.
The initial contract budget with CornerstoneCC was approved for up to $698,415 to fund the project’s construction costs. During construction, field conditions along the proposed trench route necessitated design adjustments to accommodate existing infrastructure and preserve landscaping near City Hall.
Site requirements led to revisions of the proposed trench alignment to preserve the existing landscape plant material near City Hall. The existing utility and irrigation lines were also encountered in locations different from those shown on the as-built plans, necessitating further adjustments and increasing costs. The revised route required additional conduit, wire, underground structures, and asphalt removal and replacement, increasing total construction costs. Additional expenses arose from equipment and installation changes needed to comply with the manufacturer's warranty requirements.
The revised scope also included slurry sealing and restriping the fleet cage parking lot to address pavement deterioration and restore parking markings affected by the redesign.
These improvements, in coordination with the EV charger installation, will enhance the condition and appearance of the parking area and facilitate the project’s completion.
ALTERNATIVES
1. Approve and authorize the recommended actions as presented in this staff report.
This will allow for the timely construction of the EV charging stations in the fleet vehicle cage at City Hall. Staff recommends this alternative.
2. Do not approve and authorize the recommended actions as presented in this staff report. This would not allow for the timely construction of the project. Staff does not recommend this alternative.
FISCAL IMPACT
ID: 26-0376 Page 3
The City Hall Fleet Cage Project is included in the Fiscal Year 2025/2026 and 2026/2027 Adopted Capital Improvement Plan Budget and is funded by the Moreno Valley Utility’s Restricted Asset Fund (6011). The fund has sufficient budget to cover the $139,683 increase in construction costs without impacting the General Fund.
