SUMMARY
This report recommends approval of a purchase agreement with Siemens Industry, Inc. for the purchase of a PDC with switchgear. The PDC with switchgear will be used for the MVU Moreno Valley Substation Expansion project. The purchase is funded with MVU’s Restricted Asset Fund balance and has been approved in the Fiscal Year 2026/2027 Adopted Capital Improvement Plan.
DISCUSSION
MVU’s Distribution System Planning for the Years 2026 through 2030 has identified the expansion of the Moreno Valley Substation as a high-priority project to improve the reliability and operational flexibility of the electric distribution system on the eastern side of the city and to accommodate planned future development.
The PDC with switchgear is integral to increasing capacity at the Moreno Valley Substation as part of the Moreno Valley Substation Upgrade project (Project 805 0068).
They house transformer and feeder circuit breakers, which are important pieces of equipment required to install of new circuits at the Moreno Valley Substation to serve new loads throughout the city. The PDC will also house the substation’s automation equipment, including low-voltage equipment, station batteries, protective relays, and Supervisory Control and Data Acquisition (SCADA) systems for the Moreno Valley Substation Automation project (Project 805 0069). Together, these facilities will also provide key automation, control, monitoring, and protection infrastructure for the Moreno Valley Substation.
A Request for Proposal (RFP 2026-003) for the transformers was advertised in the City’s bid management system, PlanetBids on February 19, 2026. Two proposals were received and considered responsive. City staff reviewed and scored the proposals based on the proposers’ qualifications and experience, technical proposal, and cost proposal. Based on the combined evaluation scores, Siemens Industry, Inc. received the highest overall rating.
The responsive proposers, in order of overall ranking, were:
1. Siemens Industry, Inc.
2. Wesco Distribution, Inc.
