DISCUSSION
The Trunk-or-Treat, organized by the Moreno Valley Police Department and the Riverside County Sheriff’s Office, is an annual event held across Riverside County. This year’s event is on Monday, October 26, 2026, from 6:00 p.m. to 8:00 p.m. at the Moreno Valley Civic Center. Activities include themed trunks, costume contests, safety demos, vendor booths, live music, candy, festive foods, and family activities. With police presence and safety measures in place, the event promotes community engagement and safety during Halloween.
The 2026 event will be held at the Civic Center Campus and is expected to draw more than 3,000 participants. The event will continue to emphasize community bonding, safety, and fun, utilizing the Civic Center Campus, Civic Center Amphitheater, and parking lots west of City Hall and north of the Public Safety Building as the event site.
The proposed road closures are as follows:
a. Calle San Juan De Los Lagos between Frederick Street and Veterans Way. b. Resource Way between Frederick Street and Corporate Way. c. Corporate Way between Calle San Juan De Los Lagos and Resource Way.
The Moreno Valley Police Department will conduct the street closures with assistance from the Public Works Department.
ALTERNATIVES
1. Approve and authorize the recommended street closures for the 2026 Annual Trunk-or-Treat event, in concurrence with the Moreno Valley Police Department and the Public Works Director/City Engineer. Staff recommends this alternative to ensure a thorough process that safeguards staff and participants.
2. Do not approve and authorize the recommended street closures for the 2026 Annual Trunk-or-Treat event in concurrence with the Moreno Valley Police Department and the Public Works Director/City Engineer. Staff does not recommend this alternative because businesses and residents will need to be advised of the proposed street closures as soon as possible.
FISCAL IMPACT
The Adopted Fiscal Year 2026/27 Police Department operating budget will absorb all proposed street closures, traffic control, and security costs.
NOTIFICATION
Publication of the agenda.
The Moreno Valley Police Department will notify businesses and residents of upcoming street closures for the Trunk-or-Treat event as part of the planning process.
