DISCUSSION
The Moreno Valley Economic Development Department’s BERC, in collaboration with key organizations, offers technical assistance workshops and one-on-one consulting to businesses and job seekers through the Hire MoVal initiative, as well as other programs.

With a population exceeding 215,000 residents and a diverse business landscape comprising over 4,500 establishments, Moreno Valley is committed to fostering economic prosperity and facilitating career opportunities for its residents.

The Moreno Valley Unified School District Health & Wellness Center was established in 2025 to expand access to essential health, wellness, and supportive services for students and families in Moreno Valley. The Center provides a range of resources designed to address barriers to student and family well-being, including food and meal assistance, showers and laundry facilities, clothing, mental health services, dental and medical care, and connections to additional community resources.

The Health & Wellness Center serves as a centralized, supportive resource where students and families can access services that promote educational success, health, stability, and overall well-being.

The proposed MOU is a strategic partnership intended to enhance on-site career services, specifically for MVUSD families. This partnership aims to: 1) facilitate pathways to education and career opportunities; 2) enhance access to resources; and 3) promote inclusive economic growth by leveraging the strengths and resources of both organizations. The BERC and the Health & Wellness Center are poised to make meaningful strides in addressing workforce needs for families and fostering a thriving community through collaborative initiatives outlined in the MOU, such as hosting events, providing marketing support, and referring participants.

MVUSD agrees to support workforce opportunities for residents by:
a. Referring Moreno Valley families in need of employment services to the BERC. b. Utilizing the BERC referral link for families.
c. Promoting BERC events, including workshops, hiring events, partner office hours, and resources.
d. Communicating with city staff about resources, hiring events, and workshop needs. e. Providing BERC staff with marketing materials to promote local programs. f. Providing a location for BERC staff to present career-focused workshops and host tailored job fairs for families on-site.
g. Promoting scheduled workshops and events in partnership with the BERC to families utilizing the various communication channels available to MVUSD. h. Including city staff in planning for future programming opportunities at the Health & Wellness Center.
