RECOMMENDATIONS SUBMITTED TO COUNCIL/DISPOSITION
Electric Service Rates
The Moreno Valley Utility’s management staff presented proposed electric rate changes to the Utilities Commission on November 19, 2025. The electric rates shifted from being in parity with Southern California Edison (SCE) to a cost-of-service-based model that better reflects the true cost of providing electricity. Despite rising costs for renewable energy and capacity, MVU recommended a modest rate reduction while remaining financially responsible.
On December 16, 2025, the Moreno Valley City Council approved the Moreno Valley Utility’s new rates with support from the Utilities Commission. The new cost-of-servicebased framework resulted in new rates providing an average rate reduction of 26% across MVU’s rate classes compared to SCE’s current rates. The Utilities Commission supported the proposed rate model and recommended limiting collection of unpaid account balances to the preceding six months. This reduction maintained MVU’s prudent fiscal practices and positions MVU to invest in future infrastructure and reliability improvements without overburdening customers.
OTHER ACTIVITIES
Utility Business Plan
On May 28, 2025, the Commission was presented with the Moreno Valley Utility Business Plan, covering 12 components of the utility’s operations. The components are organized into chapters addressing MVU’s system infrastructure and reliability, technology and operational planning, customer programs and engagement, and utility resource management. Each section of the plan was updated monthly, with an annual update presented to the Commission every May.

Power Content Label
On December 17, 2025, the Commission received an update on MVU’s power supply operations, with a focus on the 2024 Power Content Label. This annual disclosure provides customers and policymakers with a transparent account of the energy resources used to serve MVU customers, the associated greenhouse gas emissions, and how MVU’s power supply compares with the statewide utility average. The label showed that 95 percent of MVU’s electricity came from eligible renewable solar energy and 5 percent from unspecified power. It also reported a greenhouse gas emissions intensity of 45 pounds of carbon dioxide equivalent per megawatt-hour, compared with the statewide average of 359, demonstrating MVU’s progress toward California’s renewable and carbon-free energy goals.
