Please take a transparent approach with the community and have the developer submit a proposal rather than the City approving a zoning 'text amendment' that isn't site specific, but from a practical standpoint only benefits one land owner for the site at Cochrane Road and 101.

Subject: PROPERTY AT COCHRANE ROAD and HIGHWAY 101
Dear City Council,
I strongly oppose the proposed 'Zoning Text Amendment to add vehicle-related uses such as Vehicle Sales, Rentals, and Minor Repair and Maintenance to the Administrative Office (CO) zone'.

From a practical standpoint this change only impacts the land owned by Trammell Crow at Cochrane Road and Highway 101. During the May 9th Planning Commission meeting, City Staff stated they wanted to give a potential developer 'increased certainty' on how they could develop this property as part of an updated Auto Dealership strategy. What certainty does the community have that the developer won't just build a giant auto mall? The existing zoning code reflects input from the community and City leaders on how the City should develop and grow and is consistent with it's proximity to a revitalized De Paul Health Center.

Our community needs more options and more availability of health care services and I want the city to promote and incentivze Medical Office developers instead of more Auto Dealerships, especially since the City has identifed other 'preferred sites' which they have been marketing as suitable for auto dealerships. If a land owner has a development proposal, they should submit it and share it with the community.

If this change is approved, no protection would remain to preserve the CO designated land at Cochrane Road and Highway 101 for uses the community and city leaders desire (as codified in the General Plan with the CO designation) such as medical offices. I understand that medical offices would still be allowed to be built on the site, but if a developer can make a larger profit building an auto mall that's what they will do if allowed.

Please take a transparent approach with the community and have the developer submit a proposal rather than the City approving a zoning 'text amendment' that isn't site specific, but from a practical standpoint only benefits one land owner for the site at Cochrane Road and 101.

Respectfully,
Ryan Mihelich

Subject: MH Resident: Oppose the proposed "Zoning Text Amendment Trammel Crow"
Dear Rene,
I am emailing you as you are the City Council Member for the people of Morgan Hill. I have already emailed my City Council Member Gino but i am emailing you too as you are the City Council Member for the people of Morgan Hill.

When you were running for office you promised slowing down residential growth and you have been the only City Council Member to uphold your promise to the people of Morgan Hill. I am writing to you as a resident since 1996 to ask you to support the people of Morgan Hill and oppose the proposed "Zoning Test Amendment to add vehicle-related uses such as Vehicle sales, rentals and minor repair and maintenance to the Administrative Office Zone" . This Zone is NOT what the people of Morgan Hill would like and we need your support to please advocate to us. Here are the reasons why this does not make sense to the people of Morgan Hill:
- There is no protection to the City of Morgan Hill that Trammel Crow will not just build a Giant Auto Mall. Trammel Crow has history about this - The Auto Industry is rapibility changing (look at Tesla) and this is not the type of business that will fit into City of Morgan Hill Long Term Growth - We do not have the current infrastructure to support this type of business in terms of roads, traffic, and water
- This does not fit MH growth strategy and also your vision of bringing higher paying jobs and new opportunities
My ask is to vote for the people of Morgan Hill and vote against this proposed Amendment.

Thank you for your time and I look forward to hearing from you.

Sincerely,

Subject: Morgan Hill Issue of Concern
Dear Council Member,
Morgan Hill has been "discovered" for the hidden gem that it is, and I don't want large corporations making plans for us. It will take a strong council and your leadership to keep it our town. After all, that's why we are all here. It is our little corner of the world to be enjoyed.

That is why I have been troubled by past council decisions, made against the wishes of many constituents. It seems that ideas are rubber-stamped from Sacramento. I know there are tempting incentives that come down with proposals, but we need to decide if the money or other incentives are worth it for Morgan Hill. I'm looking forward to strong constituentminded leadership moving forward.

Morgan Hill residents are diverse, intelligent, caring, family and community minded people. We don't elect you thinking you will forget our voices. We want a say in everything Morgan Hill. You are elected to represent our views not your own. Our community is amazing and we want to keep it that way.

At issue, currently, is the Trammel Crow Property (language) changes. Once again, what seems a minor "text amendment", is not minor.

I strongly oppose the proposed 'Zoning Text Amendment to add vehicle-related uses such as Vehicle Sales, Rentals, and Minor Repair and Maintenance to the Administrative Office (CO) zone'.

Page 461 of 469 ends

This change only impacts the land owned by Trammell Crow at Cochrane Road and Highway 101. During the May 9th Planning Commission meeting, City Staff stated they wanted to give a potential developer 'increased certainty' on how they could develop this property as part of an updated Auto Dealership strategy. What certainty does the community have that the developer won't just build a giant auto mall? The existing zoning code reflects input from the community and City leaders on how the City should develop and grow and is consistent with it's proximity to a revitalized De Paul Health Center and the Senior Living Center. In my opinion, businesses that are as sensory neutral as possible would be the best for that corner of Cochrane. For example, the large bright lights of, a dealership and blaring loud speakers late into the night could be sensory obnoxious.

Thank you for listening, hearing and putting constituents first.

Jean A. Remer, RN

Subject: Opposition to the Zoning Text Amendment
Dear City Council,
We are residents of Morgan Hill, living in the Lantana community off of Cochrane on Golden Eagle. We have four children ages 5 and under. My husband and I are both professionals. I am an attorney and my husband is a doctor of psychology. We moved to Morgan Hill given Morgan Hill's strong family oriented community. Many (or even much) of our neighbors share the same story.

Now, Morgan Hill is quickly changing the environment allowing industrial zoning and forgetting what makes Morgan Hill attractive, unique and special. We are so proud to be residents here, but the more we receive news of these developments, the more we have considered being shortterm residents and leaving the area. I'm opposed to driving around the "town" and being inundated with industrial spaces. I do not want that for myself or my family. It is the complete opposite of why residents choose to live in Morgan Hill.

One could argue, families will not leave given moves are hard to do.

However, the City's actions are significant enough that I believe families would do so. Such conversations regularly exist in our community. The financial impact of this may pale in comparison to the financial dollars the Council would like to see from industrial development; however, the impact is sad. It's a complete change of the City's values and the citizens' interests. I encourage the Council to continue to stand with us and

Page 463 of 469 ends

celebrate the values and interests of our City and community.

As such, I strongly oppose the proposed 'Zoning Text Amendment to add vehicle-related uses such as Vehicle Sales, Rentals, and Minor Repair and Maintenance to the Administrative Office (CO) zone'.

Dear City Council Members,
Are you purposely trying to ruin the quality of life for the residents of Morgan Hill? Especially in the area noted below…
You are supposed to be representing and protecting the interests of the residents of Morgan Hill, NOT special interests.

I live near Cochrane Road and 101. Why wasn't I notified of the proposed change via mail like I have learned about other proposed projects?
Technically, the City proposal isn't specific to a particular parcel of land, but rather a 'text amendment'. However, the change is crafted in such a way that from a practical perspective it only applies to the Trammel Crow land at highway 101 and Cochrane Road. You can view a video of the May 9, 2023 Planning Commission meeting here:
https://morganhillca.portal.civicclerk.com/event/688/media Why are these large warehouse type buildings being constructed noted in FAQ 2? I thought the initiative (Measure A) approved by the voters prevented any 'buildings with characteristics that could be used for new

Page 467 of 469 ends

storage and distribution uses' was passed by the voters in November 2022?
The voters did approve Measure A in November of 2022. However, in May of 2021 the Planning Commission approved the Trammell Crow project design permit and vesting tentative map on a 6-1 vote. The MHRGC appealed the Planning Commission approval to the City Council.

The City Council subsequently denied the appeal by a 3- to-1 vote in June of 2021.

I strongly oppose the proposed 'Zoning Text Amendment to add vehicle-related uses such as Vehicle Sales, Rentals, and Minor Repair and Maintenance to the Administrative Office (CO) zone.

Don’t you think that the area in question will already be overbuilt, especially including Cochrane Commons?
Overcrowding from Cochrane Commons, PLUS the industrial construction PLUS the potential for auto dealerships, are you kidding me?? What kind of city planning is this?
From a practical standpoint this change only impacts the land owned by Trammell Crow at Cochrane Road and Highway 101.
