This represents an increase of $2.0 million, including encumbrances, compared to the prior year. Excluding the encumbrances, expenditures increased by about $1.6 million mainly due to new programs such as Innovative Transit, continued recovery in Recreation Services, as well as overall cost increases.
Budget Update

FINANCIAL STATEMENT ANALYSIS - FISCAL YEAR 2023-24
FOR THE MONTH ENDED MARCH 2024 – 75% OF YEAR COMPLETE
The chart below shows the historical net impact of Recreation Operations to the general fund.
Due to longstanding governmental accounting and budgeting convention, the City’s recreation operations are not charged for indirect costs (known in Morgan Hill as “General Fund Administration”) from the central services departments of City Attorney, City Manager, and Administrative Services.
The City’s other governmental funds, such as Development Services, and the proprietary funds, such as Water and Wastewater, and the Information Services Fund, are assessed such charges through the City’s indirect cost allocation plan, prepared in compliance with the guidelines set forth in the Code of Federal Regulations Title 2, Chapter II, Part 200 (formerly OMB Circular No. A-87), which mandates certain calculation and cost allocation practices that must be followed in order to qualify for Federal grant funding, but which also represents best practice for non-grant funded City operations like utilities and information services.
Development Services Fund – Revenues through March totaled $4.1 million compared to the prior year to date amount of approximately $4.6 million. Expenditures, including encumbrances, totaled $4.4 million.
Debt Service Funds – Expenditures through January totaled $0.6 million. The debt service for the first half of the year includes both interest and principal, while the second half of the year will include interest only. Debt service payments were all scheduled when the bonds were issued and are budgeted for in the months delineated in the underlying bond documents. The General Fund’s portion of the annual debt service payments is approximately $200,000, less than one percent of the General Fund’s budgeted revenues.

REPORT NARRATIVE:
Section 4.2 of City Council Policy 97-01 (Attachment 1) allows members of the City Council to request items be added to an upcoming City Council agenda by requesting an item during the “Future Council Initiated Agenda Items” section of the agenda. A City Council report will then be placed on an upcoming agenda for Council discussion and consideration.
Below are brief descriptions of recent items proposed for Council consideration.
1. Consider a discussion on appointing versus electing the City Treasurer (requested by Council Member Librers, Attachment 2)
19 Council Member Librers requested a discussion on appointing vs. electing the City Treasurer.
Appointing versus electing a City Treasurer can have various implications depending on the specific context and needs of the City. Here are some reasons why a city might choose one method over the other:
Appointing a City Treasurer:
• Expertise and qualifications
• Accountability to the City Manager
• Stability and continuity
• Efficiency in the selection process
• No additional cost as the Finance Director would serve in this capacity Electing a City Treasurer:
• Democratic representation
• Independence from political influence
• Encourage competition
Staff is seeking direction from the City Council on whether it would like to agendize this item for a formal discussion. The estimated staff time to prepare a full City Council Staff Report on this topic is approximately 3 hours.
2. Consider a discussion on creating term limits for the City Treasurer (requested by Council Member Librers, Attachment 2)
On February 21, 2024, the City Council adopted resolutions placing measures on the ballot to enact a twelve-consecutive-year limit on combined mayoral and City Council service and amend the mayoral term from two to four years. During this Council agenda item discussion, it was requested that implementing term limits for the City Treasurer be considered. The City’s Treasurer is currently elected every four years with no term limits.
Staff is seeking direction from the City Council on whether it would like to agendize this item for a formal discussion. The estimated staff time to prepare a full City Council Staff Report on this topic is approximately 2 hours.
3. Consider a discussion on a policy to prevent the City Council from taking positions on foreign or international events (requested by Council Member Borgioli)
Council Member Borgioli requested the City Council not entertain any positions on foreign or international events or subject matter concerning affairs outside the Morgan
19 Hill purview as outlined in Attachment 3.
Staff is seeking direction from the City Council on whether it would like to agendize this item for a formal discussion. The estimated staff time to prepare a full City Council Staff Report on this topic is approximately 2 hours.
4. Consider revisiting a discussion on a disturbance policy for City Council meetings (requested by Council Member Borgioli)
On August 22, 2022, Governor Gavin Newsom signed into law SB 1100, designed to address disruptions at public local government meetings to protect the public and public officials from threats and ensure that public access is not impeded by disruptive behavior. As a result, staff presented to the City Council a draft Code of Conduct Policy for Public Meetings in the Council Chamber and Conference Rooms at the September 6, 2023, Council meeting for their consideration. City Council provided feedback to staff, and a revised draft Policy (attachment 4) was brought back at the September 27, 2023, Mid-Year Goal Review Workshop for discussion, which resulted in direction to staff to further refine the language. Following this meeting, the City Council decided not to return with a Conduct Policy.

Per my request:
Consider a Council Policy that the MH City Council would not entertain any positions on foreign or international events or subject matter concerning matters outside of the Morgan Hill purview.
Examples of matters outside of the local Morgan Hill community can and may include the following:
1. International events such as the Middle East crisis
2. Any wars outside of the United States
3. matters pertaining to major country’s outside of the United States
4. Any matters outside of our county
Elected officials were elected to focus on issues related to the people of MH and focus in on the Safety and security of our citizens, Quality of life and our Sustainable MH document which lists clear focuses on some of the key areas of MH.

Per my request for a future agenda item:
Develop a policy on Disturbance within the Chamber during CC meetings. Specifically identifying what is and what is not acceptable. Some example may include:
1. Excessive clapping after or before a decision is made as this may inhibit others in the audience to participate in the meeting
2. Loud outbursts may also inhibit others from participating in the meeting a. These types of disturbances may intimidate others to the point of not participating
3. Raising various items like cards or flags as this may be very distracting for others to fully participate in the public’s meeting
Although the public has a right to fully participate, fear and intimidation to others should never be allowed, we should always encourage respectful and civil participation.
