CALL TO ORDER
Mayor Turner called the City Council meeting to order at 9:02 a.m.

City Clerk Bigelow called the roll.

City Council Goal Setting Day 1, Friday, February 6, 2026 The Mayor and Council introduced themselves.
City Manager Turner opened the two-day workshop and reviewed the agenda.
She walked through a presentation reviewing the budget update and financial outlook.

City Manager Turner shared the League of California Cities 2026 Advocacy Priorities.
Jacob Green and Greg Devereaux of Jacob Green and Associates, Inc., led a conversation about the City Council's goals and priorities.
The meeting recessed at 11:24 a.m. and reconvened at 11:43 a.m.

City Attorney Larkin led the City Council and Leadership team through a two-hour ethics training.

There being no further business, at 3:45 p.m., Mayor Turner adjourned the Goal Setting Workshop to Saturday, February 7, 2026, at 9:00 a.m.
City Council Goal Setting Day 2, Saturday, February 7, 2026 Mayor Turner called the City Council meeting to order at 9:04 a.m.
City Manager Turner provided a recap of Day 1.
Economic Development Director Matt Mahood and Assistant City Manager Edith Ramirez provided an update on economic development.
