Subject: [EXTERNAL] June 24 City Council Meeting — Open Session Request Dear Mayor, Councilmembers, City Manager, City Attorney, and City Clerk, Concerning the June 24 Morgan Hill City Council meeting:

The Morgan Hill City Clerk’s office informed me that the June 24 City Council meeting will include a closed session, with public comment beforehand.

Page 7 of 112 ends

My understanding from the June 17 Council meeting is that the Council intends to consider two related items on June 24:

1. Adopting a resolution objecting to the proposed ICE facility at 7240 Holsclaw Road in unincorporated Santa Clara County near Gilroy.

2. Supporting a Monterey County amicus curiae brief, or similar legal filing, in support of the lawsuit filed jointly by Santa Clara County and the State of California seeking to stop construction and operation of the proposed ICE facility near Gilroy.

I understand that the Brown Act may allow, but does not require, the Council to choose to receive confidential legal advice in closed session regarding an amicus brief or similar legal filing.

However, my understanding is that the Brown Act limits closed sessions to specific authorized purposes. A resolution stating whether Morgan Hill opposes the proposed ICE facility is a public-policy decision, not merely legal strategy. I ask that the proposed resolution be discussed and voted on in open session unless the City Attorney identifies a specific Brown Act basis for handling it otherwise.

If any action is taken in closed session regarding support for an amicus brief or similar legal filing, I ask that the action and each councilmember’s vote or abstention be reported in open session.

Thank you for considering this request.

Sincerely,
Bruce Cooley

I sincerely ask the Morgan Hill City Council not
to sign on to Monterey County's Amicus Brief
in regard to the ICE facility in Gilroy.

Gilroy did not join with Monterey County and
have no plans to do so. There is no special
meeting being planned by the Gilroy City
Council to consider this item. Why should
Morgan Hill do something that Gilroy isn't
willing to do?
I personally have no problem with an ICE

happy it is coming.

Thank you for considering my request.

I would like to ask the Morgan Hill City Council to not participate by enjoining Monterey County's Amicus Brief regarding the ICE detention Center under construction in the County of Santa Clara but in the City of Gilroy's area of influence.

Unfortunately, the City of Gilroy did do a resolution asking for work on the ICE Detention Center to abate, but they refused to join Monterey County's Brief and they have no plans to do so.

Why should the City of Morgan Hill elected's consider doing this when Gilroy isn't willing to do so?

I encourage the City Council to decline signing on to Monterey County's Amicus Brief in regards to the ICE facility in Gilroy. Gilroy did not join with Monterey County and they have no plans to do so. There is no special meeting being planned by the Gilroy City Council to consider this item. Why should Morgan Hill do something that Gilroy isn't willing to do? The fact is it’s a federal legal issue that local cities can’t control.

I also think city council declarations or resolutions are pointless and also are grandstanding on an issue that the city has no jurisdiction over just to score political points with their base and call their opponents silly names if they don’t follow what the loudest radical activists think.

Most Americans are sick of the virtue signaling on every topic and prefer, good and competent governance on the core issues facing our residents like crime, homelessness, out of control high rise housing, inflation/taxes/regulations and cost of living in California which is crushing the American Dream, middle class and upward mobility. A city council should spend their time and resources on solving those issues they can control. I hope you all stop pandering to this and focus on the core issues, or get voted out of office if you play these games.

As our representatives, I hope you will protect our community by doing everything possible to fight against the ICE detention center. The statistics on the inhumane and brutal treatment of people is overwhelming. No human rights violations in our neighborhoods. 76% of those in ICE custody don’t have any other criminal record beyond migration. Californians do not want this! Thank you,

Dear Mayor Turner and Morgan Hill City Council Members, We are resident of Morgan Hill and an active members of the Morgan Hill United Methodist Church.

Thank you for your leadership and service for our community in Morgan Hill.

I urge you to take action right away to protect our community - our people and our businesses.

Please join the amicus brief with local jurisdictions throughout the Bay Area and Central Coast to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an ICE facility near Gilroy.

The cities of Hollister, San Jose, Palo Alto, and Alameda and counties of Monterey, Santa Cruz, and San Mateo have already signed on, with more in process. Morgan Hill should be part of this, as our city and community will be severely impacted if the ICE facility opens near Gilroy.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

This matters to me because all the residents of Morgan Hill deserve to feel safe and protected.

Beyond the immense human cost — families torn apart, children losing parents, neighbors living in fear — these protections matter for our economy as well as our safety. The Bay Area Council Economic Institute reports that mass deportation could reduce regional economic output by as much as $67 billion annually and cause the GDP generated by California’s agriculture industry to contract by 14%. Morgan Hills’ businesses depend on workers and customers who will be driven away by fear and detention.

Morgan Hill has been built by diverse immigrant and farmworker communities. Thank you for your leadership and commitment to the safety and well-being of our community.

Dear Soraida Iwanaga, Miriam Vega, Yvonne Martínez Beltrán, Mark Turner, and Marilyn Librers,
As a concerned resident of Morgan Hill, I urge you to take timely action to protect our community, including both our residents and our local economy, by joining the amicus brief supporting the lawsuit filed by Santa Clara County and the California Attorney General to block the development of an ICE facility near Gilroy.

Morgan Hill should stand with the many cities and counties in our region that have already signed on, as our community will be directly and negatively impacted if this facility opens nearby.

This matters deeply to me because I want Morgan Hill to remain a place where families feel safe, neighbors are not living in fear, and everyone can participate fully in civic and community life.

After approving the amicus brief, I encourage you to continue your leadership by adopting a “No-Staging Zone” policy to keep City property from being used for civil immigration enforcement operations, and by establishing an emergency response plan to support residents in the event of large-scale enforcement activity.

Morgan Hill has long been shaped by diverse immigrant and farmworker communities. I appreciate your commitment to the safety, stability, and well-being of all who live and work here.

Respectfully,
Jennifer Blalack

Dear Mayor Turner and Morgan Hill City Councilmembers,
I am a resident of Santa Clara County.

Thank you for your leadership and service for our community in Morgan Hill.

I urge you to take action right away to protect our community - our people and our businesses.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

This matters to me because ICE violates basic constitutional rights and cause harm and death to the public. Having an ICE detention center near Gilroy increases this unconstitutional and inhumane behavior in our region.

After approving the amicus brief, please continue your leadership next month to provide protections for our community:

1. Agendize a "No-Staging Zone" policy for your next Council meeting, prohibiting the use of City property — parking lots, parks, and other City-owned or City-controlled land — for civil immigration enforcement staging and operations. City property should be used for City and community purposes. Morgan Hill can move quickly, as Campbell, Sunnyvale, and Mountain View have done, by adapting the policies adopted by San Jose (1/13/26) and Santa Clara (2/3/26). These were developed with thorough review by County Counsel and the San Jose City Attorney, and have also been adopted by VTA and the Counties of Santa Clara, Santa Cruz, San Mateo, San Francisco, and Alameda.

Page 29 of 112 ends

Morgan Hill benefits from that legal groundwork.

2. Establish an emergency response plan so the City is prepared to protect public safety and support residents in the event of a large-scale enforcement operation, using the models from the City of San Joseand Santa Clara County to strengthen Gilroy's existing protocols.

Morgan Hill has been built by diverse immigrant and farmworker communities. Thank you for your leadership and commitment to the safety and well-being of our community.

Dear Mayor Turner and Morgan Hill City Councilmembers,
I have resided in Morgan Hill and own my own home for over 30 years. This city has changed and evolved since I first moved here.

Thank you for your leadership and service for our community in Morgan Hill.

This matters to me because I want myself and my grandchildren and all my neighbors to live in a welcoming , caring, loving community where all are allowed all the rights and privileges from the US constitution. The detention centers being built do not offer basic rights , like the right to due process among others.

Beyond the immense human cost — families torn apart, children losing parents, neighbors living in fear — these protections matter for our economy as well as our safety. Dear Mayor Turner and Morgan Hill City Councilmembers,
I am Michelle Kruger and I live in Morgan Hill.

Thank you for your leadership and service for our community in Morgan Hill.

This matters to me because ICE has no business here in our community and is presents a direct attack on our freedom. The current president and his administration are in violation of the constitution in numerous ways and nothing that perpetuates these violations should be enabled.

California has been a bright light against these injustices in many situations so far, and this is one more that needs to send a signal to Washington that we will not tolerate our citizens and residents to be unlawfully and inhumanely detained. The fact that Morgan Hill has NOT said anything yet to protest this is frankly, disturbing, but it is not too late to put the

Page 33 of 112 ends

message out that we will NOT tolerate any sort of ICE facility in our community. ICE has a place and a purpose, but it is NOT here and NOT in the way that we’ve seen play out in communities across our country (i.e.

Minnesota et al).

Dear Mayor Turner and Morgan Hill City Councilmembers,
I am a resident and property owner in Morgan Hill. I'm raising my family here and care very much about the future of our town.

Thank you for your leadership and service up to this point for our community in Morgan Hill.

This matters to me because Morgan Hill is a town that cares about people, supports people and rallies together to offer protection to its people. Everyone deserves to be safe and to live in communities free from harm from outside organizations. Opening up an ICE facility nearby means opening our local region up to outside control of what happens on our streets and in our homes. Morgan Hill does not need this nor do the people of this town want to invite outside organizations to take over and create the chaos and havoc we've seen done across our nation.

This matters to me because this is not the way we should be dealing with our immigration problems. ICE has become a dangerous and secretive organization which must be stopped. This is not the kind of community I want to be a part of. I value what immigrants bring to the table. They are hard working and keep California"s agricultural concerns thriving.

Dear Mayor Turner and Morgan Hill City Councilmembers,
I am concerned of the fact that our friends, family members, and neighbors are being abducted by ICE agents without due process and thrown into ICE detention centers that are inhumane in and around surrounding counties of Gilroy. We need to stop trying to duplicate El Salvador's/Bukfele's CECOT fascist tactics of snatching innocent people off the streets only to help the Trump administration to score political points and to instill fear within our neighborhoods, especially within our BIPOC and farmworker communities.

Morgan Hill is better than this, as our social fabric is built off the the backs of immigrants and migrant workers.

This matters to me because the development of an ICE facility near Gilroy is causing additional harm to our community during a time when many families are already afraid to leave their homes. Throughout Community Health Partnership’s Know Your Rights education and outreach efforts with community members residing in Morgan Hill, we’ve heard stories about how fear of immigration enforcement affects the daily lives, including the health and well-being, of our community. From travelling to work to dropping children off at school, all community members deserve to feel safe without worries of immigration enforcement in their neighborhoods. We strongly urge you to join the amicus brief and work towards protecting all your residents, ensuring the City of Morgan Hill continues to be a welcoming and safe place for all.

Morgan Hills’ businesses depend on workers and customers who will be driven away by fear and detention.

Morgan Hill benefits from that legal groundwork.

2. Establish an emergency response plan so the City is prepared to protect public safety and support residents in the event of a large-scale enforcement operation, using the models from the City of San Jose and Santa Clara County to strengthen Gilroy's existing protocols.

Morgan Hill has been built by diverse immigrant and farmworker communities.

Thank you for your leadership and commitment to the safety and well-being of our community.

Dear Mayor Turner and Morgan Hill City Councilmembers,
I am a long-time Morgan Hill citizen, born and raised in our wonderful town.

This matters to me because I want to live in a community that supports and protects all who live within it, regardless of citizenship, and that actively fights against hatred. Seeing those around me, including friends and close acquaintances, afraid to go about their daily lives is heartbreaking.

Beyond the immense human cost — families torn apart, children losing parents, neighbors living in fear — these protections matter for our economy as well as our safety. Dear Mayor Turner and Morgan Hill City Council members - I am Veronica Hoyle-Kent, a member of Indivisible South County, retired Morgan Hill Unified School District Director and long-time Morgan Hill resident. First, I’d like to thank you all for dedication and commitment to our community.

Secondly, I urge you to take action right away to protect the people and businesses in our community. Please join the amicus brief with local jurisdictions throughout the Bay Area and Central Coast to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an ICE facility near Gilroy. The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

This is important as Morgan Hill has always been a welcoming town who protects the most vulnerable among us, and the recent actions of ICE are in direct conflict with the moral character of our town. Dear Mayor Turner and Morgan Hill City Councilmembers,
I first moved to Morgan Hill in 1978 and have been engaged in the community ever since.

I recently retired as CEO of Community Solutions, where I spent decades working on behalf of vulnerable families in Morgan Hill and the surrounding region. Today I'm an advocate with Indivisible South County (ISC).

I'm reaching out because the harm from the proposed ICE detention facility on Holsclaw Road won't stop at the Gilroy city line - it's a South County issue, a regional issue, and Morgan Hill and its residents will feel the impact directly.

I urge you to vote yes tonight to join the amicus brief with local jurisdictions throughout the Bay Area and Central Coast, supporting and strengthening the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an ICE facility near Gilroy.

The cities of Hollister, San Jose, Palo Alto, and Alameda and counties of Monterey, Santa Cruz, and San Mateo have already signed on, with more in process. Tonight, Morgan Hill has the chance to join them.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP), with plans to file by the end of June. Your vote tonight will determine whether Morgan Hill is part of it.

Beyond the immense human cost — families torn apart, children losing parents, neighbors living in fear — these protections matter for our economy as well as our

safety. The Bay Area Council Economic Institute reports that mass deportation could reduce regional economic output by as much as $67 billion annually and cause the GDP generated by California's agriculture industry to contract by 14%. Morgan Hill's businesses depend on workers and customers who will be driven away by fear and detention.

We have a collective responsibility to our neighbors, our co-workers, our friends, to do everything in our power to keep them safe. And as Morgan Hill's leaders, you have a unique opportunity to take meaningful and impactful action to do just that.

Silence is a choice.

Inaction is a choice.

Please choose courage, leadership and solidarity with the people of Morgan Hill and South County and vote yes tonight.

Thank you in advance for your leadership and commitment to the safety and well-being of our community.

Dear Morgan Hill City Council,
I am writing to respectfully ask that Morgan Hill refrain from joining Monterey County’s amicus brief regarding the ICE facility near Gilroy.

I believe this issue primarily affects Gilroy, and at this time Gilroy itself has not joined the legal action nor indicated plans to do so. Given that, I do not believe Morgan Hill should become involved in this matter.

I encourage the Council to focus on issues that directly impact Morgan Hill residents and to carefully consider whether participation in this legal action serves the best interests of our community.

Thank you for your time and consideration.

Subject: [EXTERNAL] Please Focus on Local Priorities - ICE Facility Date: Monday, June 22, 2026 5:36:46 PM
Dear Morgan Hill City Council,
I am writing to express my concern regarding reports that Morgan Hill may consider joining Monterey County’s amicus brief related to the ICE facility near Gilroy.

My concern is not only about the issue itself, but also about the city becoming involved in legal and political matters that fall outside of Morgan Hill’s direct responsibilities. Residents rely on the City Council to focus on local priorities such as public safety, infrastructure, economic development, and quality of life within our community.

Many residents hold differing views on immigration policy, and I believe it is important for local government to remain focused on serving the needs of Morgan Hill rather than becoming involved in broader regional or national policy debates.

I respectfully urge the Council to carefully consider whether joining this legal action is an appropriate use of the city’s time and resources and to prioritize matters that directly affect Morgan Hill residents.

Thank you for your service and consideration.

Respectfully,

Dear Mayor Turner and Morgan Hill City Councilmembers,
I have been a resident of Morgan Hill since 1985 and love our community and all the improvements to the city.

Thank you for listening to our public comments from last week's council meeting and agreeing to have a Special Council Meeting on this topic. I hope that we can count on your support to take action right away to protect our community - our people and our businesses.

We ask that you please agree to join the amicus brief with local jurisdictions throughout the Bay Area and Central Coast to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an ICE facility near Gilroy.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now. Please also see the article in the June 19 Morgan Hill Times on page 16. It describes the reasons for the lawsuit, which also includes violations of the National Environmental Policy Act, The Immigration and Nationality Act, the Intergovernmental Cooperation Act, the Administrative Procedure Act and California's Williamson Act, which preserves agricultural land with contracts restricting nonagricultural development. The lawsuit seeks a court order permanently blocking construction.

Beyond the immense human cost - families torn apart, children losing parents, neighbors living in fear - these protections matter for our economy as well as our safety. Date: Monday, June 22, 2026 10:28:21 PM
Dear Mayor Turner and Morgan Hill City Councilmembers,
My name is Monica Teicher, and I am a naturalized citizen advocating for and standing up for the rights of other residents who cannot do it for themselves.

First of all, I appreciate your leadership and service for our community. During these trying times, we need everyday
upstanders who will have the courage to do the next needed thing in order to defend and protect our community members. It is for this reason that I am requesting that you take immediate action to protect the most vulnerable within our community, our residents, and those working in our local businesses.

Please join the amicus brief with local jurisdictions throughout the Central Coast and Bay Area to support and strengthen the current lawsuit filed by CA AG Rob Bonta and SCC Counsel Tony LoPresti, seeking to block the illegal development of an ICE facility in unincorporated Santa Clara County near Gilroy. We do not need what will most probably become an Enforcement and Removal Operations office in our vicinity. ICE continues to violate human and constitutional rights, and we should not allow them to do so here.

The counties of Monterey, Santa Cruz, and San Mateo and the cities of Hollister, San Jose, Palo Alto, and Alameda have already signed on, with more in process. Morgan Hill should participate as well, in order to strengthen our web of protection and show the federal government that we are united against their continued violations of the law.

We should take advantage that an Amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP), which will hopefully be filed by the end of June. It is easy enough to collaborate in this endeavor with them, so we need you to urgently join in on this brief before they finalize it; Morgan Hill's inclusion in this amicus brief is vitally important.

Page 62 of 112 ends

Please consider the next steps to take:

Agendize a "No-Staging Zone" policy for your next Council meeting, prohibiting the use of City property — parking lots, parks, and other City-owned or City-controlled land — for civil immigration enforcement staging and operations. We should expand the protections afforded by Morgan Hill to match the ones granted by other cities in the area.

Establish an emergency response plan so that Morgan Hill is as prepared to protect public safety and support residents in the event of a large-scale enforcement operation as the City of San Jose. It is smart to be prepared for any eventuality, given the current developments regarding the ICE center in Gilroy that the lawsuit is addressing.

Now more than ever, when the economy might be taking a
downturn, it is vitally important to protect our immigrant community. Morgan Hill’s vibrancy and character come from its beautiful diversity, which contributes immensely to our economic prosperity. We rely on your continued leadership and your wholehearted commitment to the safety and well-being of our people. Thank you for supporting our community and for your hard work; I know it isn't easy balancing all the needs of Morgan Hill residents.

Respectfully,
Mónica Teicher

Dear Mayor Turner and Morgan Hill City Councilmembers,

The Amicus brief is being prepared by the County of Monterey with the public rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

This matters a great deal to me personally for two reasons. As a long time resident, I have been able to experience the evolution of Morgan Hill into a diverse, welcoming community that has also become a destination--for shopping, for sampling the cosmopolitan array of fabulous cuisine in the setting of Monterey Rd. and beyond, for visiting landmarks such as the Tam Tu Metta Temple, all surrounded by Morgan Hill's productive farmlands and open space preserves. I cannot imagine anywhere else on the planet with such an appealing blend of contrast of traditional and modern.

An ICE facility in Gilroy would irrevocably damage Morgan Hill's appeal and quality of life.

The features described above are here in large part thanks to the contributions of immigrants, those who went before and those who are here now among us now. As a volunteer with the Rapid Response Network, I have witnessed longtime community members shackled and shoved into vans, transported to for-profit ICE prisons with their horrific conditions, and separated from their families. Our immigrant neighbors are already living in fear, neighbors who have lived among us for years, raising families and contributing in so many ways to make Morgan Hill what it is today.

Please stand up for them, please protect them, please protect the beauty and productivity of Morgan Hill.

Beyond the immense human cost of families torn apart and children losing their parents, these protections matter for our economy as well as our safety. The Bay Area Council Economic Institute reports that mass deportation could reduce regional economic output by as much as $67 billion annually and cause the GDP generated by California's agricultural industry to contract by 14%.

Morgan HIll's businesses depend on workers and customers who will ne driven away by fear and detention.

This matters to me because we don't want ICE terrorizing our community. They are detaining people based on the color of their skin or their accent and shipping them to concentration camps. Morgan Hill needs to go on record that we oppose this, as every community should.

P.S.

Hello Mayor Turner and Morgan Hill City Councilmembers, I am a Morgan Hill resident, patriot, artist, mother, grandmother, educator, retiree, biologist, traveler, human.

Thank you for your service to our Morgan Hill community.

I urge you to take immediate action to protect our people, our businesses, our environment, our overall public mental health, and the very soul of our community.

Please join the amicus brief with local jurisdictions throughout the Bay Area and Central Coast to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an immoral ICE facility - concentration camp - near Gilroy.

The cities of Hollister, San Jose, Palo Alto, and Alameda and the counties of Monterey, Santa Cruz, and San Mateo have already signed on, with more in process. Morgan Hill should be part of this alliance, as our city and community would be severely impacted if the ICE facility opens near Gilroy.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

This matters to me because I do not want to live in a world where my family, friends, colleagues, neighbors, or ANYONE is threatened by the beliefs of misguided bigots. My ancestors were immigrants, as so many others in our community. They were persecuted for a multitude of reasons. But I am here because enough of them survived. Such a history must inform our future if we are to have one. Our legacy must not be one of persecution of our neighbors, but a celebration of them. WE must lift each other up with our every action. We are all family - one human family.

Beyond the immense human cost — families torn apart, children losing parents, neighbors living in fear — these protections matter for our economy as well as our safety, for every fiber intertwined to strengthen our community.

The Bay Area Council Economic Institute reports that mass deportation could reduce regional economic output by as much as $67 billion annually and cause the GDP generated by California’s agriculture industry to contract by 14%. Morgan Hills’ businesses depend on workers and customers who will be driven away by fear and taken away by detention.

Morgan Hill has been built by diverse indigenous, immigrant, and farmworker communities. Thank you for committing to leadership and commitment to the safety and well-being of our community.

Respectfully,
Danielle DeRome

Dear Mayor Turner and Morgan Hill City Councilmembers,
I am a therapist supporting immigrant youth in our local high schools. I’m reaching out today to urge you take action immediately to protect our community from the threat of an ICE facility near Gilroy.

Please join the amicus brief with local jurisdictions to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of this ICE facility in our community.

I am deeply concerned about the potential upscaling of immigration enforcement and terror that this facility would facilitate in our community. As a school-based therapist, I observe every day the impact of the threat of detention and deportation on the young people I support and their families. Increased ICE capacity for mass detentions and deportations in the Bay Area would have a terrifying impact on mental health, public safety, and our local economy.

Thank you for your leadership and commitment to serving our community.

Sincerely,
Teresa Ponikvar, LMFT

Subject: [EXTERNAL] Amicus Brief on ICE Detention Facility Date: Tuesday, June 23, 2026 10:16:59 AM
To Morgan Hill City Councilpersons, Mayor Turner,
As a historical supporter of the ICE mission, it's tragic to see the mission executed in its current inhumane (and illegal!) way. Its recent history in the areas of screening, enforcement and detention (including family separation and detention conditions) have made it clear, in my and others' views, that its current policies and actions can't be supported.

I ask that you support this reservation by joining the amicus brief that's being developed among Bay Area and Central Coast jurisdictions in favor of the Attorney General's lawsuit against establishing an ICE detention facility outside of Gilroy.

Any legal steps to prevent the unlawful and inhumane actions by ICE at this point are both ethical and conscientious. Moreover, I've read that the Bay Area Council Economic Institute reported that current ICE deportation practices could reduce this region's economic output by up to $67 billion and its GDP by 14%. So legal, ethical and practical incentives to support this brief and constrain ICE activities in this diverse and productive community.

Thank you for your continuing leadership and commitment to our public wellbeing.

Respectfully,
John Morrison

Dear Mayor Turner and Morgan Hill City Councilmembers,
My name is Dr Douglas Yoshida and I am an Emergency Physician at Stanford TriValley Medical Center in Pleasanton. I write to you today not only as a physician, but as the son of a Japanese American man who was imprisoned by his own government
Thank you for your leadership and service for the community in Morgan Hill.

I urge you to take action right away to protect the community - your people and businesses.

Please join the amicus brief with local jurisdictions throughout the Bay Area and Central Coast to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an ICE facility near Gilroy.

The cities of Hollister, San Jose, Palo Alto, and Alameda and the counties of Monterey, Santa Cruz, and San Mateo have already signed on, with more in process.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

In 1942, when my father was 15 years old, he, his family, and his entire community were given 48 hours to gather only what they could carry. The United States Army transported them to the horse stables at a racetrack in San Bruno—a facility reeking of manure, where they slept on hay mattresses. They were then transferred to a prison camp in the Utah desert. This happened because President Roosevelt invoked the Alien Enemies Act to incarcerate over 125,000 Japanese Americans without due process. We now know this was one of the gravest violations of civil liberties in modern American history.

Today, invoking the specter of foreign invasion, the Trump administration has resurrected that same Alien Enemies Act to conduct mass roundups, detentions, and deportations—including of United States citizens—without due process. The parallels to 1942 are not incidental. They are a direct repetition of a policy our nation has

Page 79 of 112 ends

already recognized as a moral failure.

As you may know the administration has proposed converting the former federal correctional institute (FCI) in Dublin CA into an ICE detention facility. The FCI was closed in 2024 following the discovery that staff—including the warden—had systematically sexually abused inmates. I provided care to some of these women.

That legacy of institutional abuse cannot be permitted to continue under any new name or contractor. Beyond its history of misconduct, the physical facility itself is unfit for human habitation: conversations with former guards have confirmed the presence of mold, asbestos contamination, and leaking pipes throughout the building. Gilroy is in the process of demolition to potentially construct a holding facility, which can be used as a “feeder” facility where local immigrants can be rounded up and shipped an hour away to the proposed 1000 bed prison in Dublin.

Beyond the immense human cost — families torn apart, children losing parents, neighbors living in fear — these protections matter for your economy as well as safety.

Healthcare for immigrants and non-immigrants alike will suffer. Anyone who doesn't "look like they were born here" will fear seeking routine care, as we saw during the Minnesota ICE crackdown. This will strain the already financially fragile St Louise Medical Center, as neglected routine care turns into costly, often unreimbursed emergency care — including for injuries sustained during ICE arrests.

About a year after his release, the same Army that imprisoned my father at 15 drafted him into military service. He served, proving his loyalty to a country that had stripped him of his rights. As his son, I honor his memory by refusing to stay silent while history repeats itself.

I call on the Mayor and every councilmember to demonstrate that same patriotism— not through silence or acquiescence, but through the courageous act of standing against policies that repeat the worst chapters of our past. Please, not only join the amicus brief but also adopt a “no staging zone policy” as well as an emergency response plan to protect the residents of Morgan Hill which has been built by diverse immigrant and farmworker communities. Thank you for your leadership and commitment to the safety and well-being of your community.

Respectfully,

Dear Mayor Turner and Morgan Hill City Councilmembers,
Our family has lived in Morgan Hill for many years, and we appreciate your leadership and service for our community.

At this time I ask that you take immediate action to protect our community and join the amicus brief to support and strengthen the lawsuit filed by Santa Clara County and the California Attorney General to block the development of an ICE facility near Gilroy. Our community will be severely impacted if the ICE facility plan goes forward - not only in human costs but in economic costs as well. Mass deportation tears apart families and communities and robs us of workers and customers who will be driven away by fear of detention.

Thank you for your commitment and leadership to the safety and wellbeing of our community.

Dear Mayor Turner and Morgan Hill City Councilmembers,
Morgan Hill has been a safe and sometimes, more affordable, place for working people to live and raise a family. It is the kind of place people drive to out of the Silicon Valley to live a more peaceful life. I am reaching out to you to inspire and encourage you to take a courageous stand to keep Morgan Hill that kind of place.

Thank you for all the ways you have offered yourself in service to our community.

I urge you today to join the amicus brief with local jurisdictions throughout the Bay Area and Central Coast to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an ICE facility near Gilroy.

So many other cities and counties around us have signed on and others continue to join. organ Morgan Hill should be part of this, as our city and community will be severely impacted if the ICE facility opens near Gilroy.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

This matters to me because as a spiritual leader I have counseled, listened to, and accompanied those who live in fear of being detained or persecuted for their insistence on due process for all. People I have known for many years who have not been able to find a path to citizenship in this country, but have lived productive lives contributing to our community, after all these years fear for their safety and that of their family and friends.

These protections matter for our economy as well as our safety. Morgan Hills’ businesses depend on workers and customers who will be driven away by fear and detention. We are already seeing these impacts.

Please take courageous action to support efforts to make Morgan Hill and other communities around us stay strong through the diverse contributions of members of our community.

Please do this TODAY!
Respectfully,
Rev. Dana Bainbridge

Dear Mayor Turner and Morgan Hill City Councilmembers,
I have been a resident of Morgan Hill since 2004 and a small-business owner here since 2018. My business provides marketing support to other small businesses and non-profits in Morgan Hill and our broader community.

Thank you for your leadership and service to our community in Morgan Hill. I am writing to urge you to take action right away to protect our community, our people, and our businesses.

Please join the amicus brief with local jurisdictions throughout the Bay Area and Central Coast to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an ICE facility near Gilroy.

This matters to me because my family has been directly affected by this administration's immigration policies and procedures. My family member came here legally and held their first permanent resident green card for two years. As required by law, they submitted their renewal paperwork within the 90-day window before the expiration date. What should have taken 90 days to process turned into a TEN-MONTH nightmare, with their green card status online remaining "In Process." This family member was made bureaucratically illegal, and they were forced to wait patiently and be vulnerable to ICE action with an expired green card. An online status of "In Process" would have done nothing to protect them. And no, leaving the country was not an option. Those 10 months of waiting were torture and filled with fear, dread, anxiety, and stress for our family. Through no fault of their own, my beloved family member was at risk.

This situation is not unique. Many legal permanent residents face the same bureaucratic challenges when renewing their permanent residency status or work visas.

The development of a for-profit detention center in our South County community means that ICE bounty hunters will be rounding up our family, friends, and neighbors to fill it.

How else will it turn a profit? The price paid for detainees is the same regardless of whether ICE agents get the facts wrong. And without due process or the ability to be held on bond, how in the world would anyone avoid or address abuses of power? It’s cruel. It’s inhumane. My faith and my conscience demand that I cannot look away. I hope yours

Subject: [EXTERNAL] Gilroy ICE facility
Date: Tuesday, June 23, 2026 1:06:13 PM
Dear City Council leaders - I am new to commenting to my local government, but I am grateful for the opportunity to do so here. Thank you for considering my input.

My name is Linda Klajbor and I am a Morgan Hill resident, as well as a parishioner and ministry leader at St. Catherine parish. My husband and I have lived here for just over a decade, but I am a Bay Area native and have always loved the area.

The community at St. Catherine parish is very diverse and, at one time, comprised about 25% of the population of Morgan Hill. Likewise, St. Mary parish in Gilroy represents a broad swath of the population of that neighboring area. It is in this spirit of community that I feel I need to speak.

I cannot imagine how minority populations in south Santa Clara county must feel at the prospect of the opening of this facility. The benefits of our diversity are too numerous to list here, but we are certainly enriched in countless ways by sharing this area with them. Many have had families here for generations. What an insult! What an affront to their dignity! What a denigration of the heritage and culture that they share with us! In addition, I am simply shocked at the overreach of the federal government here. I understand that this was a private sale, but I believe that we must assert the primacy of local and state government in the affairs of citizens in California.

Thank you for acknowledging my thoughts and reactions. Yours, respectfully, Linda Klajbor, 45 La Crosse Dr, Morgan Hill.

I would like to ask the Morgan Hill City Council to refrain from signing on to Monterey County's Amicus Brief in regards to the ICE facility in Gilroy. Gilroy did not join with Monterey County and they have no plans to do so. There is no special meeting being planned by the Gilroy City Council to consider this item.

Why should Morgan Hill do something that Gilroy isn't willing to do? Sincerely,
Deborah Romero

Dear Mayor Turner and Morgan Hill City Councilmembers,
My name is Trizha and I am part of the grassroots organization, Pilipino Laban sa Korapsyon (PILAK) as well as a concerned community member.

The cities of Hollister, San Jose, Palo Alto, and Alameda and the counties of Monterey, Santa Cruz, and San Mateo have already signed on, with more in process. Morgan Hill should be part of this, as our city and community will be severely impacted if the ICE facility opens near Gilroy.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

This matters to me because as a Filipino-American, I am worried that the establishment of an ICE facility in our area would bring great harm to our migrant Filipino community, as well as other migrant and immigrant populations in Morgan Hill. I want Morgan Hill to be a city where people of all diverse background can live in peace and harmony and having an ICE facility so close to us would only continue to foster understandable fear within those communities.

These were developed with

Page 93 of 112 ends

thorough review by County Counsel and the San Jose City Attorney, and have also been adopted by VTA and the Counties of Santa Clara, Santa Cruz, San Mateo, San Francisco, and Alameda.

Respectfully,
Trizha Loren Aquino, community member and organizer with PILAK WARNING: This message is from an external user. Dear Mayor Turner and Morgan Hill City Councilmembers,
My name is Kaitlin Blue and I'm a longtime member of the community in Morgan Hill.

I wanted to express my appreciation for your leadership and service to this city, and to urge you to take action to protect the harmony between our community, people and businesses that make Morgan Hill thrive.

Please join the amicus brief with other local jurisdictions throughout the Bay Area and Central Coast to support and strengthen the lawsuit filed jointly by Santa Clara County and the California Attorney General to block the illegal development of an ICE facility near Gilroy.

The cities of Hollister, San Jose, Palo Alto and Alameda, as well as the counties of Monterey, Santa Cruz and San Mateo have already signed on, with more areas in the process of joining. Morgan Hill should be a part of the unified opposition to this facility taking root in our backyard as our city and community will be severely impacted if this ICE facility opens near Gilroy.

The amicus brief is being prepared by the County of Monterey with the Public Rights Project (PRP) with plans to file by the end of June, so your action is urgently needed now.

This situation particularly matters to me as I've been following how immigration enforcement operations have contributed to human rights violations and the dehumanization of certain groups of people in our country.

In 2018, the ACLU and University of Chicago Law School's released a report that alleged "numerous cases of shocking violence and abuse against migrant children" in immigration detention facilities, based on "over 30,000 pages of documents dated between 2009 and 2014" obtained from a FOIA request.

The conditions and treatment of detainees in detention facilities in our country haven't improved since than, as ICE detention centers such as Delaney, where reports of medical neglect, rotten food and inhumane conditions, have led to a hunger strike amoung detainees (https://www.aclu.org/news/immigrants-rights/hundreds-at-delaneyhall-join-detained-people-across-country-in-hunger-strike-against-inhumaneconditions).

ICE operations have also brought violence to our country in places like Chicago, where a woman named Marimar Martinez was shot 5 times by ICE agents (https://www.nbcnews.com/news/us-news/marimar-martinez-border-patrol-exumbody-cam-texts-released-rcna258549 )

Page 97 of 112 ends

There were also incidents in Minneapolis, where two legal observers and members of the local community, Renee Good and Alex Pretti, were shot and killed by ICE agents, who have yet to face any consequences for their excessive use of force. (https://www.npr.org/2026/04/10/nx-s1-5775847/alex-pretti-renee-good-ice-shootingsfederal-investigations).

I value Morgan Hill for its safe, peaceful and family-friendly spaces, and I fear the impact to our community with increased immigration enforcemet operations from this facility planned for Gilroy. These operations that leave families torn apart, children losing parents, neighbors living in fear — these protections matter for our economy as well as our safety.

The Bay Area Council Economic Institute reports that mass deportation could reduce regional economic output by as much as $67 billion annually and cause the GDP generated by California’s agriculture industry to contract by 14%. Morgan Hill's businesses depend on workers and customers who will be driven away by fear from increased ICE activity.

I urge you to join the Amicus brief, and after approving it, please continue your leadership next month to provide protections for our community through the following:

1. Agendize a "No-Staging Zone" policy for your next Council meeting, prohibiting the use of City property — parking lots, parks, and other City-owned or Citycontrolled land — for civil immigration enforcement staging and operations. City property should be used for City and community purposes. 2. Establish an emergency response plan so the City is prepared to protect public safety and support residents in the event of a large-scale enforcement operation, using the models from the City of San Jose and Santa Clara County to strengthen Gilroy's existing protocols.

Morgan Hill has been built by diverse immigrant and farmworker communities and our community thrives with them in it. Thank you for your consideration of my comment, and for your leadership and commitment to the safety and well-being of our community.

Respectfully,
Kaitlin Blue

(1) join the amicus brief being prepared by the County of Monterey along with the Public Rights Project
(2) issue a resolution with our communities opposition of the project (3) adopt a "no staging zone" policy to prohibit the use of city property, personnel, and resources for civil immigration enforcement staging and operations Forty-two per cent of the residents of our county are immigrants; that's 42% of our neighbors, co-workers, and friends. As a second generation American now is my time to speak out and urge these actions. I won't wait until no one is left to speak for me and you shouldn't either.

If the ICE processing center, which includes detention capacity, is allowed to move forward, it will dramatically impact the nature and quality of life in Morgan Hill. My son went to school here. This is where I go to church, the gym, buy groceries, and more. Seeing masked, armed ICE agents in tactical gear and bulletproof vests at coffee shops and public spaces does not make Morgan Hill feel like a safer place; it makes it feel like a police state. It will undermine trust, and the relationship with the community that Morgan Hill Police have put time and money into. The presence of ICE will greatly increase the burden and cost on police to monitor and attend to the safety of law-abiding residents. Unless Morgan Hill can sign onto something as simple as an Amicas Brief, enact a no-staging policy and commit to protecting people from the harms committed by the federal government on its’ people, Morgan Hill would become complicit in these actions. DHS and the federal government do not recognize city boundaries.

Hello Morgan Hill City Council,
I am a resident of Morgan Hill for decades and I always show up to vote. I am emailing in support of Morgan Hill working to stop the construction of the ICE detention facility in Gilroy. I will follow the City Council's actions on this matter closely as the city's response to the current President is a top priority for me.

I understand cities have limited capacity to resist the federal government, but this resistance reflects our values and is a duty we must fulfill in any way possible.

Best regards,
John Lane

This matters to me because unless we are indigenous American Indians, we are all immigrants. America has always been a beacon of opportunity for immigrants. My own grandparents immigrated from Europe and Russia. As well, our vibrant Santa Clara County depends heavily on immigrant economic contributions.

Respectfully,
