Subject: Tuesday, 9/24 agenda: Batteries and Wind Mills. Please read before 10:00 am. [Some people who received this message don't oŌen get email from Learn why this is important at hƩps://aka.ms/LearnAboutSenderIdenƟficaƟon ]

I am wriƟng for my self and my husband. We reside on in Morro Bay and I have a business in Morro Bay as well.

We do not approve of the floaƟng Wind Mills nor the baƩeries. We see them as a risk, financially, environmentally and personally.

Please look at the risk we are taking. One of the representaƟves for the Wind Turbine company told me before one of the Town Hall meeƟngs the lifeƟme of a Wind Mill is 25 years. We will pay to be their west coast experiment for years to come. Please also review the CNN report on whale deaths on the east coast aŌer Windmills were installed, not to menƟon the debris that has washed up on the shore from broken blades etc. my last not is on the baƩeries. During the flooding a couple of years ago I learned Morro Bay had no emergency evacuaƟon plan. Please establish this and rebuild the bridge for emergency vehicles if you insist on the BaƩery Fstm. Our High School kids are at risk as well as anyone walk on the Embarcadero when an inevitable fire finally breaks out.

Thank you for reading this.

2 "City staff is deciding on a recommendation to the Planning Commission." (page 26 of 146)
Only the EIR and CDP are mentioned. Will there be a recommendation regarding the Amendment, Master Plan first?
In Attachment 1, how is the city processing two different projects simultaneously:
buildings versus cargo containers? How is this change reflected in the application, master plan, EIR, CDP? (page 32 or 146)
In Attachment 1, "What is not evaluated: ACTIVE FIRE SUPPRESSION ACTIVITIES.

FLOOD, EARTHQUAKE, OR OTHER SYSTEM FAILURES. GROUND BASED CONTAMINATION, EX. WATER RUN OFF FROM FIREFIGHTING ACTIVITIES. IMPACTS TO ANIMALS, MARINE LIFE, ENVIRONMENT. (Page 34 or 146)
These items all relate to the health and safety of the community, a requirement to show the proposals match the General Plan; why are they left out? "Assumes no evacuations and sensitive receptors are outside for highest exposure concentration levels." (Page 34 or 146)
Why would this assumption be allowed? T his is related to the Public's heath and safety, what we are concerned about.

Sincerely,
Betty Winholtz

I am a resident of Morro Bay. I am strongly opposed to the Off Shore Wind Turbine Project. This project will permanently adversely impact the wildlife (whales, oƩers, birds) that thrives in our bay and along the coast. Fishing and recreaƟonal access (kayaking, paddling, tour boats, electric boats) will undoubtedly be restricted. This is not a soluƟon to energy concerns but rather a financial boon to this industry. Please do not endorse or approve any permits, construcƟon, or further development of this project.

Respecƞully,
Margaret Edel

Dear Morro Bay City Council ,
It is my opinion that the wind farm is environmentally and economically unfavorable for our communiƟes .

My name is Ellie Ripley and I’m telling you it’s common sense there’s no way there is any amount of wind or accumulaƟon of renewable power that can replace 24/7 constant, clean power.

Here’s a quote from one of the elites who subsidizes wind power. Warren Buffet “for example on wind energy, we get a tax credit if we build a lot of wind farms. That’s the only reason we build them. They don’t make sense without a tax credit. Some are making lots of money on theses subsidies and we pay the taxes. Not only that but the “peeker plants burn a dirty source of natural gas at a very high temperature, emiƫng a mass amount of co2 to fill the gap when the wind stops blowing to keep the grid stable. There’s more much more reason to stop this unsuitable, devastaƟng, costly scam. It will ruin the Ports businesses and disrupt the people who who live in Avila.

I sent the email and described Port San Luis.

The same things will happen in MB. Loss of business, disrupƟng fishing, and visitors, there’s nothing to be gained except a great amount of loss to Morro Bay, it’s residents but a raise in taxes while others are earning more money ꕿꖀꕿꖀꕿꖀꕿꖀ.

2 Development. Given the CEQA context and regulatory framework in the Project vicinity."

5. This statement reinforces #3 and #4, "This scope of work does not include site specific resources surveys or field studies, or CEQA and/or NEPA document(s) development, nor acquisition of project permits."
What quality of work is the State and County getting for its money? Since the City is not being comprehensively evaluated to give County and State decision makers complete information, then the bit of money the City is getting desperately needs to supplement what the County has not commissioned Mott MacDonald to do.

Sincerely,
Betty Winholtz
