RECOMMENDATION
1. Considered the attached written report that describes the measures taken to alleviate the conditions which led to the adoption of Ordinance No. 668, as required by Government Code Section 65858(d).
2. Adopt Urgency Ordinance No. 670, extending BESS Urgency Ordinance to January 28, 2027 (23 months and 3 days).
3. Provide further direction to Staff to initiate public meetings regarding permanent BESS regulations.
