3 Business Coordinator – Why it’s Inadequate
 It is an Administrative Support Position that Doesn’t Sufficiently Address the Department’s Current Needs.

As Described in the Job Description:
Almost no Attention to Lease Sites
Not a Supervisory Role
Mainly Administrative Tasks
Many Duties are in Assistance to, Rather that
Performing them Directly
Business Manager - New Duties
 Emphasis on Lease Management, Financial Planning,
Budgeting, Business Operations, and Policy Execution
Oversees Management of Harbor Leases
Supervises Office Assistant
Develops CIP, budgets, and identifies costs savings
and revenue enhancement
Pursues grant funding opportunities and manages
grant applications
Communicates with tenants and subtenants for lease
site development, dispute resolution, and lease
interpretation

4 Business Manager – Further Justification
 The Business Manager position previously existed. It was demoted to the Business Coordinator position by City
Council during the recruitment
 The Harbor Dept. Organizational Assessment Report of
2022 concluded that the position be created as well as the Business Coordinator be maintained
 The Embarcadero Master Leaseholders released a position paper which emphasized the need for the Harbor Business Manager
 If the duties are to be done by the Harbor Vitality
Director, it will take away from other Harbor priorities Business Manager vs Coordinator Salary

5 Full Time Office Assistant – Why it’s Needed
 The Harbor Office is open Monday-Friday. This position is often the first person to greet the public
 When an Office Assistant isn’t at the front desk, it must be covered by another employee often a
supervisor/director
 Full time position will allow the fulfillment of admin tasks that would otherwise be done by management
 Full time employment leads to better stability and less turnover. Less training and more continuity
Full Time Office Assistant – Other Justification
 The Harbor Department previously had a full time Office Assistant. They were transferred to another department
and the position was backfilled by a part time employee  Maintaining a part time employee doing full time work is not sustainable for two main reasons:
 The City will need to regularly change employees to retain the part-time status if they work 40-hours a week
 Reduce the number of hours that employee works which
would reduce the level of service and take away from other employee’s responsibilities to cover that position

Subject: March 11th City Council Meeting, Item 9b
CAUTION: This is an external email. Please take care when clicking links or opening attachments.

Dear Mayor and City Council Members,
Thank you for having Item 9b: Short Term Rental (STR) Ordinance Implementation on the agenda. I would like to ask for the discussion to also include removal of inactive STRs.

In accordance with city ordinances, only STRs that submitted the city’s TOT Return Form (see below) showing collection of at least $5000/year in rent (and thus $500 in TOT) are considered active.

As required by the STR ordinance, inactive STRs are not allowed. Please direct staff to prioritize removing all inactive STRs before moving on to renewing permits for active STRs.

Thank you,
Helene Finger
