Job Post Questions
I would like to be considered for appointment to the following Commission/Advisory Body:
Planning Commission
Please provide your residential address.
Are you registered to vote in the City of Morro Bay?
Yes
What's your highest level of education, institution name, and field of study? Doctorate, University of San Francisco School of Law, Law Are you currently or have you previously served on a board, commission, committee, or other public body? If yes, which one and when? What do you feel were the advisory body’s major accomplishment(s) during your tenure? I have served on non-profit and professional association boards, but not for a public body. 1 Powered by Greenhouse
What experience, technical training and skills qualify you for an appointment, considering your experience and activities in business, labor, professional, social, or other organizations?
I have practiced business and real estate law on the Central Coast for 20 years. I am comfortable and familiar with development documents and the legal framework for planning decisions. I have excellent communication skills, both written and verbal. I am an accomplished negotiator and problem-solver. I have extensive training in dispute resolution and conciliation.
While serving on the Friends of the Library Board and the County Library Foundation Board, I worked with others to navigate sometimes challenging relations between the County system and local library interests. I developed strong relationships with allies and adversaries.
As a member of the Board of Trustees of the Morro Bay Maritime Museum and 1542 Mariners Circle, my family made a capital investment in the museum. As a Trustee, I assisted in the fundraising and governance necessary to realize the 20 year dream of the museum building.
I have appeared before the Planning Commission on behalf of clients and as a Morro Bay resident and business owner. I understand and am comfortable with both the breadth and the limits of Commission authority and responsibility, allowing me to “hit the ground running” in undertaking this partial term.
Why are you interested in serving on this advisory board, commission, or committee? I feel blessed to call Morro Bay my home for the last 27 years. I have benefited from its natural beauty, rich history and strong sense of community. I come from a family that values service. My parents believed in giving back to their community and “to whom much is given, much is required.” As I gradually retire from my private law practice, and no longer accept new work for clients with issues that could come before the Planning Commission, I have my first opportunity to serve my city directly.
I understand the need to balance the interests of the many with the interests of the few. I have strong administrative and organizational skills and I respect process as essential to the orderly affairs of government. I love living here and understand the importance of protecting neighborhoods and retaining city character. I believe that I have skills to offer that will be of assistance in applying council policy to matters that come before the commission. I value the work done by this body in assisting the Council and moving projects through the complex and often frustrating planning and building process. I am willing and able to serve, but also desire a deeper understanding of the city’s development process. I want to be part of making that process the best it can be.
I have read the Advisory Bodies Handbook regarding the expectations and responsibilities of this Commission/Advisory Board/Committee and, should I be appointed, am able and willing to devote the necessary time to perform the required duties. https://www.morrobayca.gov/DocumentCenter/View/8325/Advisory-Bodies-Handbook-and-By-Laws?bidId= Yes

Re: Application for Planning Commission
Dear Mayor and Council:
Thank you for considering my application for membership on the Morro Bay Planning Commission, to fill out the term expiring in January of 2027.
Land use and planning is a critical component of community sustainability. I have been involved in land use issues throughout my legal career. I chose this small, seaside city as my home nearly three decades ago for its unique character. Maintaining that character while also preserving private property rights and meeting the housing and commercial needs of residents and visitors will always be a challenge. I am not afraid of challenges, as my career experience demonstrates. I have witnessed the frustrations of those who seek to improve or develop their property. I also understand the desires of the community to preserve its character. Both must be balanced against the cost of development, housing needs and a healthy economy. I believe I have the skills and experience to address the issues the Commission confronts and apply land use documents consistent with Council policy.
Because of my law practice, I have never before been in a position to serve in this capacity. I have no current clients with issues before the Commission. As I wind down my private practice in the coming months, the potential for conflict of interest with my law practice is very low. I therefore seek this appointment to offer my time and talent to assist in making Morro Bay the best that it can be for all of us.
Very truly yours,
JANE HEATH

I am a registered architect in California with over 30 years of experience, complemented by more than 15 years as a licensed general contractor. Throughout my career, I have had the privilege of collaborating directly with city, regional, and state agencies on a wide array of planning, design, and construction projects within the built environment. This extensive background has equipped me with a comprehensive understanding of urban development, regulatory processes, and sustainable planning practices. My technical expertise, combined with my proven ability to work effectively with diverse stakeholders, positions me well to contribute meaningfully to the planning and development initiatives of Morro Bay.
