2 8. I’m a person who saves, and who likes to have plenty of cushion for emergencies. But I also believe that strategic investment in our crumbling infrastructure (Harbor comes to mind) goes a long way towards a healthy economy for the future. So reducing the minimum emergency reserve fund seems to be a wise move IF the money is used for actions that create a more sustainable future, vs spending it on more consultants and studies.

All the best,
Susan Stewart
Morro Bay Business Owner

Exploration of an Enhanced Infrastructure Finance District, including Climate Resilience Districts, and/or a Community Facilities District. The term "District" implies taxes on a certain area. Is this true? Is this addressing the Morro Elementary property? How to utilize the School property should be its own category.
Sincerely,
Betty Winholtz
