Background
8 • June 2025: City Council directs Fire Department to
proceed with two-story option (Option B) to replace
existing living quarters.
• April 7, 2026: Planning Commission approves planning
permits for Bonita Street Fire Station redevelopment.
• April 15, 2026: Solmaz Naghsh appeals Planning
Commission’s approval to City Council.

Appeal Issues
9 • Appeal Issue #1: Single story option (Option C) would have lesser impacts and is more cost effective.
• Staff Response: project complies with the zoning code, which does not protect private views; and is potentially more cost effective in the long run.

Appeal Issues
10 • Appeal Issue #2: Tandem parking in side yard should be relocated into front setback.
• Staff Response: tandem parking in side setback is
allowed “by right”; placing all parking in the front setback is inconsistent with the zoning code and eliminates public street parking.
11 Allowed “by right” in side
setback
Modification request to
park in front setback
Proposed Parking
12 Street
parking lost
Modification request for 3
spaces would be needed
Appeal Request: Not recommended
Recommendation
13 Staff recommends the City Council:

Deny Solmaz Naghsh’s appeal and uphold the Planning
Commission’s approval of a Coastal Development Permit
(CDP25-21), Conditional Use Permit (CUP25-01), and
Modification Request (MOD26-001) for redevelopment of
the Bonita Street fire station.
