MEETING
AGENDA NO: 6b

Juneteenth is a powerful reminder of freedom delayed, resilience sustained, and the enduring pursuit of justice for all.

As we commemorate Juneteenth, we honor the emancipation of enslaved African Americans and recognize the profound contributions Black Americans have made—and continue to make—to our nation’s history, culture, and progress.

Juneteenth calls us to reflect honestly on our nation’s full story, because understanding our history strengthens our communities and helps build a more just and united future.

The NAACP remains committed to advancing civil rights, protecting the truth of our history, and ensuring that the promise of freedom and equality is fully realized for every generation.

We are grateful for this Juneteenth proclamation and for the opportunity to recognize the significance of this day—not only as a celebration of liberation, but also as a call to continue the work of equity, dignity, and justice.

As a community, may we honor Juneteenth by remembering the past, celebrating progress, and renewing our commitment to freedom and opportunity for all.

It is with sincere appreciation that I accept this Juneteenth proclamation on behalf of the NAACP San Luis Obispo County Branch.

Thank You,
Barry Stokes – President NAACP SLO County

2 5. I still contend that until the Citizens Finance Advisory Committee (CFAC) reviews the proposed uses of Measures Q/E, this budget cannot be legally passed. I understand. Two weeks have gone by during which a meeting could have been called. There are still 2 more weeks until the end of the month when the budget has to be adopted.

6. I have talked to a couple of contractors and engineers regarding the Bayshore Bluffs staircase. All believe the cost of $300,000 is overblown. I hope staff seeks a less costly way to fix them.

7. Eliminate the Cerrito Peak fire risk reduction at $100,000. The Peak was not on the State Marshall's list. It is an ESH with wild animals (deer, bird of prey, etc.) living there. Adjacent homeowners who are concerned have created a clearing on their property.

8. Little is being spent on maintenance to City buildings and parks. They reflect the neglect.

9. Reducing to one year the cost to the housing-in-lieu fund for the Housing Element update is helpful. However, I still contend that all of this fund should be used for housing not a report.

Sincerely,
Betty Winholtz
