Background: City Council will hold a Public Hearing to discuss possible applications for funding under the State Community Development Block Grant (CDBG) Program and to gather residents’ ideas for possible activities to be included in the application.

Background: The City relies on APEX IT to maintain and monitor the City’s data storage which utilizes Amazon Web Services for cloud storage. The use of AWS’ cloud storage is slow, cumbersome, expensive, and poses security risks. Council will discuss the cost and the benefits of moving away from cloud-based storage.

Report By: Muriel Terrell, Finance Director
Recommended Council Action: Approve moving the City’s cloud-based computing architecture to a local closed system for a cost of $31,190.

Page 10 ends

Background: In February of this year, the City Council adopted an ordinance increasing Councilmember compensation from $220 to $300 per month. This increase would take effect after the next City Council is seated after the certification of the November election. At the April 22nd City Council meeting, Mayor Stackfleth requested that the increase be ‘rolled back’ before it takes effect. For the increase to be suspended, Council will need to amend the Ordinance that was adopted in February.

Report By: Kathy Joyce, Deputy City Clerk
Recommended Council Action: Approve first reading of an Ordinance of the City Council of the City of Mt. Shasta Amending chapter 2.22.010 of Title 2 of the Mt. Shasta Municipal Code to decrease Council Member compensation, by title only, and move it to a second reading.

City Council Regular Meeting May 13, 2024 32
City Council Agenda Item #7g
Staff Report
Meeting Date: 5/13/2024
To: Mayor and City Council
From: Todd Juhasz, City Manager
Subject: APEX Improvements to meet MSPD RIMS
requirements and to improve security for the City
Recommended Action: Informational only. Mt Shasta’s Police Department is moving from a cloudbased system to an on-site server for a cost of $57,278 (covered by Prop 64 Grant).

Background: The Mt Shasta Police Department must make IT upgrades to meet the security requirements of the Regulatory Information Management System (RIMS) as well as to meet State and Federal criminal justice system usage standards and protocols. To meet these standards, APEX IT, the City’s information technology provider must:
• Install a local server to run RIMS (cloud is not an option for long-term storage) • Complete a back-up of PD data both locally and in the cloud. There must be 7 days of immutable storage in the cloud.

The good news is that the entire cost of the upgrade, $57,278 is covered by the MSPD’s Proposition 64 Grant.

Exhibit A - Professional Services Scope of Work
Project Background and Description Statement
The City of Mt Shasta is currently running on their CAD system Alliance on outdated hardware. The city will be migrating their current CAD software to Sunridge Rims and will require new server hardware infrastructure to accommodate the new software. Along with their CAD upgrade, the added hardware will help pave the way for future infrastructure updates.

The existing remote access solution is and OPEN VPN solution which does not currently enforce any type of network access control allowing potentially unapproved devices (personal computers, phones, etc) to connect to the secure networks at the city. Recommend installation of a solution that is hosted at the PD for GIS compliance that also enforces network access control for denying systems access unless they are approved devices that meet security requirements such as have current AV and domain joined systems.

Project Goals & Deliverables:

This solution will provide the following major deliverables in order to achieve a more stable and secure environment that will aid the organization in their drive for success.

Centralized compute/server to host productions servers
VPN solution with network access control
New On site hosted File Server
New CAD system installation
Decommission existing AWS servers (FOR PD ONLY)

This proposal is dependent upon three assumptions:

Exhibit A - Professional Services Scope of Work
9 of 10 City Council Regular Meeting May 13, 2024 42
1) Timely access to and responsive cooperation with the vendor responsible for the software and/or hardware being installed and/or configured by Apex;
2) All hardware and software has been properly specified (interface, versions, etc.) by the responsible vendor, and is available at the time of installation; 3) Upon completion, the software and hardware specified by a third-party/application vendor performs as expected by the vendor and client.

The above assumptions define expectations that are considered outside of the control and responsibility of Apex Technology Management.

If, for any reason as outlined above, the time required to complete any vendor dependent task exceeds the time budgeted in this proposal, the client will be billed for the actual hours in excess of this budget at the pre-specified project rate.

City Council Agenda Item #9
Staff Report
Meeting Date: 5/13/2024
To: Mayor and City Council
From: Todd Juhasz, City Manager
Subject: APEX Improvements to move away from the
use of Amazon Web-Services to a local closed system
Recommended Action: Approve moving the City’s cloud-based computing architecture to a local closed system for a cost of $31,190.

Background: Currently, the City relies on APEX IT to maintain and monitor the City’s data storage which utilizes Amazon Web Services for cloud storage. The use of AWS’ cloud storage is slow, cumbersome, expensive, and poses security risks.

Many Mt Shasta employees access AWS through what is known as a “thin-client.”. Thin clients are small boxes that acts as a switch to route information between AWS and local computers. For anything other than basic email, the system is slow and it’s difficult, if not impossible to download larger files or to share information. The use of AWS also poses security risks that a closed local system doesn’t. To accomplish the migration away from AWS, the City needs to add an on-site server and make improvements to include adding a firewall, switches, and multi-factor authentication.

Moving away from cloud-based services will save the city money in the short-term. AWS cloud computing costs have been increasing year over year. Since 5/1/2023 the cost of AWS services per month was $2,431.57. As of April 1st, 2024, the monthly cost of AWS cloud computing has increased to $3,812.36. Besides long-term savings, there will be improved efficiency. By dispensing with thinclients, city employees can complete much of their work locally and on PCs without having to communicate with AWS before proceeding with a task. This will increase processing speed and will result in better security. There will also be improved remote access. This is both more secure, more reliable, and will be easier to support. The upgrades will pay for themselves within eighteen months at minimum and with the exponential increase in monthly AWS fees, this time horizon may shrink.

The required improvements will cost the city $31,190. Post installation, the city will save $1,750 per month (this does not account for any inevitable increases in monthly AWS fees).

Project Background and Description Statement
TheCity of Mt Shasta is currently running on their CAD system Alliance on outdated hardware. The city will be migrating their current CAD software toSunridge Rims and will require new server hardware infrastructure to accommodate the new software. Along with their CAD upgrade, the added hardware will help pave the way for future Infrastructure updates.

The existing remote access solution Is and OPEN VPN solution which does not currently enforce any type of network access control allowing potentially unapproved devices {personal computers, phones, etc) to connect to the secure networks at the city. Recommend Installation of a solution that is hosted at the PDfor GIS compliance that also enforces network access control for denying systems access unless they are approved devices that meet security requirements such as have current AV and domain joined systems.

Project Goals & Deliverables:

This solution will provide the following major deliverables In order to achieve a more stable and secure environment that will aid the organization In their drive for success.

Centralized compute/serverto host productions servers
VPN solution with network access control
New On site hosted File Server
New CAD system installation
Decommission existing AWS servers (FOR PD ONLY)

Staff Report
Meeting Date: May 13, 2024
To: Mayor and City Council
From: Kathy Joyce, Deputy City Clerk
Subject: City Council Compensation Ordinance Amendment
Recommendation:

Discuss proposed Ordinance amendment. Approve first reading of an Ordinance of the City Council of the city of Mt. Shasta Amending chapter 2.22.010 of Title 2 of the Mt. Shasta Municipal Code to decrease Council Member compensation, by title only, and move it to a second reading.

Summary:

In February of this year, the City Council adopted an ordinance increasing Councilmember compensation from $220 to $300 per month. This increase would take effect when the next City Council is seated after the certification of the November election. At the April 22nd City Council meeting, Mayor Stackfleth requested that the increase be ‘rolled back’ before it takes effect. For the increase to be suspended, Council will need to amend the Ordinance that was adopted in February.
