Background: At the Council meeting on May 24th, 2024, a Letter of Intent (LOI) to develop the Landing was approved. Under the conditions set forth in the LOI, the developer, Pinsonneault Holdings, has one year to work with the City to prepare an approved development plan and purchase agreement. In order for the City to set forth a fair asking price and consistent with the LOI, the City has sought a commercial appraiser who is certified in performing MAI (Member Appraisal Institute) Commercial Appraisals based upon an initial highest and best use study. Council will discuss options for the appraisal and direct staff.

Report By: Todd Juhasz, City Manager
Recommended Council Action: Review a proposal to complete a highest and best use study and an MAI Commercial Appraisal in anticipation of the sale of the Landing and direct staff.

9. Approval of a one percent sales tax measure to be dedicated to public safety Background: As has been discussed at previous Council meetings, staff is bringing a proposed 1% increase in a Transactions and Use Tax along with the associated draft ordinance, resolution, and the required “Impartial Analysis of the Measure.” This is a special tax requiring a two-thirds vote for approval. If the measure does pass, the revenue that results from the increase could only be used for Police and Fire protection. Should the measure be approved, it will appear on the November 2024 ballot.

Report By: Todd Juhasz, City Manager
Recommended Council Action: approve the placement of a dedicated sales tax increase on the November ballot.
