c. Adoption of Resolution CCR-24-XX, Claiming the City’s Apportionment of Local Transportation Funds
Background: The State of California Department of Housing and Community Development awarded the City of Mt. Shasta $3,499,500 for construction of 6,750 feet of water mains, 69 water services, 9 fire hydrants, and a pressure reducing valve. The project was able to dramatically increase the water supply to the hospital and elementary school due to the larger sized pipes that were installed. The City Council must hold a public hearing as part of the process to close out the grant.
Report By: Muriel Terrell, Finance Director
Recommended Council Action: Staff respectfully requests the City Council adopt Resolution CCR-24-XX approving the closeout of the CDBG Pine Street Project for the 20-CDBG-12093 Grant.
9. Public Hearing: Recommended Findings of CEQA Exemption and Amendment of 2023-2031 Housing Element Update
Background: The 2023-31 Housing Element Update was submitted to HCD for review twice. In clearly articulated findings, HCD requires the removal of the CUP requirement for all multi-family housing.
Accordingly, on July 16, 2024, Planning Commission approved Resolution PC-2024-02 recommending City Council revise the Housing Element removing the Conditional Use Permit (CUP) discretionary process for all multi-family housing. Please note that HCD’s remaining comments are non-substantive in nature and will be resolved at a Staff level.
Report By: Jeff Mitchem, Planning Director
Recommended Council Action: Staff recommend City Council adopt the attached Resolution CCR-24-XX approving:
1. Amendment to the Adopted Housing Element of the City’s General Plan to require by-right multi-family residential in the R-3, C-1 and C-2 zones subject to ODS and re-submit to HCD.
2. Findings that amending the 2023-31 Housing Element update as proposed is exempt from the CEQA pursuant to CEQA Guidelines Section 15061(b)(3) as the Housing Element amendment will not have a significant effect on the environment.
10. Public Hearing: Amendments to the Mt Shasta Municipal Code Chapters 5.50 and 18.21 Background: Consideration of an Ordinance amending Mt Shasta Municipal Code Chapter 5.50 to prohibit Short-term Rentals in R-2 and R-3 zoning districts (Short-term Rentals are currently prohibited in R-1) and Registration Certificate Requirements and amending MSMC Chapter 18 to revise the definition of Bed and Breakfasts clarifying provisions related to serving of meals.
Report By: Jeff Mitchem, Planning Director
Recommended Council Action: Conduct a Public Hearing and introduce the attached draft Ordinances, waive their reading, and move to second reading and adoption finding that the action does not meet the definition of a “project” under the California Environmental Quality Act (CEQA).
