to Clarify Provisions Related to Sidewalk Dining
Background: Council will consider an Ordinance amending Mt Shasta Municipal Code Chapter 12.34 to clarify provisions related to sidewalk dining.
Report By: Ken Kellogg, Public Works Director
Recommended Council Action: Approve Ordinance CCO-24-XX by title only, waiving its reading, finding that the action does not meet the definition of a “project” under the California Environmental Quality Act (CEQA), and moving it to a second reading and adoption.
Chestnut
Background: The City was asked by Council to consider the potential of purchasing the parcels for overflow parking. These parking lots would be part of the proposal to daylight Castle Creek and the reconfiguration of Chestnut and N. Mt Shasta Boulevard to one-way streets. A commercial appraisal was completed showing the value of the parcels. Taking into account that the two parcels are contaminated and the estimated clean-up cost is $500,000, the appraisal for the parcels is $0. However, Council has asked that staff convey the results of the appraisal to the owner and see what they are willing to sell the properties for or the minimum consideration for a long-term lease. After numerous discussions, the owner is unwilling to sell the parcels for less than $80,000 despite the evidence that this amount is well in excess of its value. In terms of leasing the property, he is unwilling to consider leasing to the City unless it’s for a minimum term of ten years at the rate of $900 with a 2% escalator per year. Council will discuss and determine a course of action.
Report By: Todd Juhasz, City Manager
Recommended Council Action: Consider whether to purchase, lease, or forgo the use of two unpaved parcels located at 415 N. Chestnut.
10. Discussion and Possible Action: Process of and Cost Recovery for Snow Removal in the Downtown Background: Council will discuss snow removal alternatives as well as methods for cost recovery for sidewalk snow removal in the downtown.
Report By: Ken Kellogg, Public Works Director
Recommended Council Action: Approve a resolution seeking to capture the true cost of snow removal within the Downtown Business District.
