Fire Grants
Working with FEMA on amendment request to spend balance of grant Work to begin around the first of March at the south end of town. 30 CITY COUNCIL AGENDA ITEM #9
MEETING DATE: March 9th, 2026
TO: Mayor and City Council
FROM: Todd Juhasz, City Manager
SUBJECT: Library Renovation Cost Estimating
Recommendation:

Staff recommend that the City Council approve a contract amendment with Noll and Tam Architects to oversee professional cost estimating for the Mt. Shasta Library renovation and expansion.

Background:

In 2025, the City Council and the Library Tax Advisory Committee (LTAC) agreed to use an Integrated Project Delivery (IPD) model to get a firm price on the library expansion and renovation based on Noll and Tam’s completed 100% design drawings.

However, after consulting with several large full-service contractors, the City Manager and Public Works Director discovered two major hurdles:

1. IPD firms generally limit their work to major metropolitan areas like San Francisco and Sacramento.

2. Local contractors indicated they would need a cost estimator to review the highly detailed plans and specifications before they could provide an accurate bid.

We reached out to Trover Construction Project Management, who provides local cost estimating services, for a preliminary look. They advised that a detailed, "CSI-code" level cost breakdown would require a specialist like Sierra West or Cummings Corp.

Trover’s initial "rough look" suggested that our previous $3,000,000 estimate might be too low, projecting a more realistic figure closer to $4,000,000. They also estimated that a formal, indepth cost estimate would cost between $8,000 and $14,000.

Following these discussions, Noll and Tam Architects—the firm that designed the project— offered to lead the estimating process using Sierra West (the same specialist recommended by Trover).

Special Session

Session
Closed Session
31 This approach is the most efficient for three reasons:
• The architects who drew the plans are best suited to explain them to the estimator. • Noll and Tam provided a proposal for $8,000, which hits the very bottom of the expected price range and is under the $8,000 cap approved by Council. • Noll and Tam can be hired using a simple amendment to our existing contract rather than starting a new procurement process.

Given that this proposal utilizes a highly recommended estimator and stays within our expected budget, Staff recommends approval.
