49 CITY COUNCIL AGENDA ITEM #9
MEETING DATE: April 13th, 2026
TO: Mayor and City Council
FROM: Todd Juhasz, City Manager
SUBJECT: 250th anniversary of the United States and 101st anniversary of the naming of the City of Mt. Shasta
Recommendation:
Staff recommends that the City Council review the attached promotional materials developed to celebrate the 250th anniversary of the United States' founding and the 101st anniversary of the naming of the City of Mt. Shasta.
Background:
In light of current global and national economic instability, consumer travel patterns are expected to shift toward domestic, "closer-to-home" destinations. As competition among summer tourist destinations intensifies, Mt. Shasta is uniquely positioned to attract visitors seeking authentic small-town experiences and nature-based recreation.
To capitalize on this opportunity, the City has partnered with the Siskiyou Economic Development Commission (SEDC), the Chamber of Commerce, and Visit Mt. Shasta on a coordinated marketing campaign. This collaboration, with significant coordination led by Heather Cipollone and the SEDC team, has resulted in a comprehensive suite of promotional assets, including:
• Street Presence: A commemorative banner to be displayed over Mt. Shasta Boulevard throughout the summer.
• Business Outreach: Restaurant table tents and posters designed for local storefronts. • Digital Marketing: Website banners, social media advertising, and a unified campaign logo for email signatures and official materials.
• Engagement Tools: Integrated QR codes on physical media and centralized event listings hosted on Discover Siskiyou. https://discoversiskiyou.com/2026/03/25/red-hotamerican-summer-in-mount-shasta/ X Regular Session
Special Session
Emergency
Session
Closed Session
50 • Strategic PR: Direct promotion to Visit California representatives and coordination with Josh Thomas at Visit Mt. Shasta to maximize regional and statewide reach.
Purpose:
This item is presented to the Council for informational purposes to provide an update on these promotional efforts and to invite Council feedback.

57 City Council Agenda Item #10
Staff Report
MEETING DATE: April 13, 2026
TO: Honorable Mayor and City Council
FROM: Todd Juhasz, City Manager
PREPARED BY: Kim Fowler, Planning Director
SUBJECT: Authorization to Execute Professional Services Agreement with Building Department Plan Check Consultants
RECOMMENDATION
Authorize the City Manager to execute four (4) Professional Services Agreements with Consultant Building Plan Checkers for a combined not-to-exceed amount of $30,000 through June 30, 2027.
BACKGROUND
In September 2025, the City Council approved an annual budget of $105,000 for Residential Plan Check services, Commercial Plan Check services, and Building Inspection services.
In December 2025, the City hired an individual (Mr. Lance Folley) who was able to fulfill all duties, except Commercial Plan Check services. Mr. Folley is working to obtain International Code Council (ICC) ICC certification as a Commercial Building Plans Examiner. In the meantime, consultant plan checkers are required to meet Building Department needs.
DISCUSSION
As shown in Table 1, the Building Department has a budget of approximately $30,182.40 allocated for commercial plan checking services.

Table 1 – Building Department Services Budget
Exhibits A through D include Professional Services Agreements for four (4) consultants: 1) BPR, 2) 4Leaf, 3) Interwest, and 4) DesignWorks. Each contract includes a not-to-exceed amount of $30,000.00.
Building department plan check fees are generally collected in one of the following two ways:
1. 85% of what the city collects in building permit fees, and includes three rounds of reviews
2. Hourly rate based on consultant fee schedule
Commercial building permit fees collected by the city will vary based on actual project valuation. There will be instances where it’s more cost effective for the city to have these plans reviewed based on percentage over hourly rate and vice versa. Having multiple consultants onboard will give the city the flexibility to choose a consultant based on anticipated cost savings.
Additionally, as small jurisdictions in California continue to hire consultants for plan checking services, firms are oftentimes overloaded and unable to meet quick turnaround review times.
Securing professional services agreements with multiple consultants also increases the likelihood that when plans need to be sent out for review, the consultant with immediate bandwidth can be selected to do the work.
The Planning Director will be responsible for tracking each contract to ensure they cumulatively do not exceed the allocated budget.
These four (4) Professional Services Agreements will be executed by City staff upon City Council approval.
FISCAL IMPACT
No impact. A budget amendment is not requested currently for fiscal year 2025/2026 as the changes are cost neutral and sufficient funds exist in the budget to retain consultants to provide Commercial Plan Check services.
59 3
ENVIRONMENTAL IMPACT
The activity is covered by the general rule that CEQA does not apply where it can be seen with certainty that there is no possibility that the activity will have a significant effect on the environment (CEQA, Article 5, Section 15061(b)(3)).
