15 CITY COUNCIL AGENDA ITEM #7b
MEETING DATE: September 28, 2026
TO: Mayor and City Council
FROM: Robert Gibson, Chief of Police
SUBJECT: Amendment to Fiscal Year 2026/2027 Fee Schedule RECOMMENDATION:
Staff respectfully request the City Council approve the amended Fee Schedule for the Police Department.
BACKGROUND & SUMMARY:
On August 24, 2026, a public hearing was conducted on an update to the Mt. Shasta Police Department Fee Schedule. The resolution was passed. A review of the fees found that a change in California Law set a specific amount that could be charged for a CCW renewal by a local agency. That maximum amount is $25.00 and is set by California Penal Code Section 26190(c).
Staff respectfully request that the fee of $50.00 plus state fees for a CCW renewal be reduced to $25.00 plus state fees.

20 CITY COUNCIL AGENDA ITEM # 8
Staff Report
www.mtshastaca.gov | YEAR-ROUND RECREATIONAL CENTER | www.visitmtshasta.com/ MEETING DATE: September 28, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Kim Fowler, Acting City Manager
SUBJECT: Contract Approval with The Ascension Aesthetic X Regular Special Consent Closed
RECOMMENDATION: Staff recommends that the City Council approve a two-month contract extension in the amount of $6,400 with The Ascension Aesthetic (TAA).
BACKGROUND: The city traditionally contributes to both the Mt. Shasta Chamber of Commerce (Chamber) and TAA on an annual basis to promote the City of Mt. Shasta as a desirable destination choice for both potential first-time visitors as well as repeat visitors to ensure that tourists continue to come to Mt. Shasta to stay in our lodging, dine in our restaurants, and shop in our local retail stores. Contracts with both TAA and the Chamber are typically renewed annually with the city’s fiscal year.
DISCUSSION:
Earlier this year, and in an effort to help reduce city costs, the Chamber expressed an interest and a desire to consolidate TAA’s scope of work into their own. On June 8, 2026, the City Council approved a truncated, two-month contract with TAA so that the Chamber could initiate next steps with procuring services that TAA was scoped to provide, but at a lower cost. The contract period is July 1, 2026 through August 31, 2026.
The Chamber has not yet initiated a transition plan.
Staff is requesting a two-month extension to TAA’s contract so that digital marketing services under their scope of services may continue uninterrupted until such time that these efforts can seamlessly be transferred back to the Chamber. This covers the time period of September 1, 2026 through October 31, 2026, with a monthly cost of $3,200.
AUTHORIZATION: California Government Code Section 37110 authorizes a legislative body to “spend money from the general fund for music and promotion, including promotion of sister city and town affiliation programs.”
21 September 28, 2026
www.mtshastaca.gov | YEAR-ROUND RECREATIONAL CENTER | www.visitmtshasta.com/ FISCAL IMPACT: No current impact; the FY2026/27 budget includes a $38,400 annual allocation for TAA (GL # 10-740-7971). The contract extension of $3,200 per month is consistent with the annual allocation amount. It is anticipated that actual costs will be lower than budgeted if the Chamber is successful in securing an alternative contractor to do similar work at a lower cost by November 1, 2026.
ENVIRONMENTAL REVIEW: The activity is covered by the general rule that CEQA does not apply where it can be seen with certainty that there is no possibility that the activity will have a significant effect on the environment (CEQA, Article 5, Section 15061(b)(3)).
PUBLIC NOTIFICATION: The agenda was posted in accordance with the Brown Act.
ALTERNATIVES: None.

MEMORANDUM
TO: Kim Fowler, City Manager, City of Mt. Shasta
FROM: Matthew Nethaway and Cathy Dominico, Ryland Strategic Business Consulting DATE: September 23, 2026
RE: Summary of work completed, August 24 – September 23, 2026 Summary
Over the past 30 days we supported the City in several areas: state reporting, general ledger support, a review of operations, a look back at prior audits, an evaluation of fee revenue, and an evaluation of the sales tax initiative. The work so far has focused on getting current, understanding where the City stands, and identifying the items that most need attention. The sections below summarize what was done in each area and what comes next.
Assistance with State Reporting
We assisted staff with required state reporting, including Permanent Local Housing Allocation (PLHA) grant administration and developer draw requests, CalOES disaster recovery and Prop 64 Cohort 3.
General Ledger Support
Gained access to the general ledger system and pulled reports for staff needs. Started the process of evaluating the structure and use of accounts to assist with year end closing.
Review and Evaluation of Operations
We began a review of the City's finance and administrative operations to find gaps in capacity, process, and internal controls.
Examination of Prior Audit Reports and Risk Areas
We reviewed the City's audited financial statements and auditor communications for prior fiscal years.
Evaluated findings and recommendations to assist with year end closing and the upcoming audit.
Evaluation of Fee Revenue
We evaluated the City's fees for service to see whether they recover the cost of providing those services and made recommendations on areas to increase fee revenues. 31 City of Mt. Shasta – 30-Day Progress Memo
2 Evaluation of Sales Tax Initiative
We began evaluating a potential local sales tax measure as a way to stabilize the City's revenue. This included an analysis of the budgetary shortfalls to be addressed from potential sales tax revenues and coordination with the outreach consultant on important talking points.
Review of Capital Facilities Projects and Revenues
We began evaluating the City’s active and planned capital projects. We identified a need to develop a capital funding plan, considering available funding sources and cash flow for projects.
Moving Forward
• Complete remaining state reports and keep the reporting calendar current • Continue general ledger cleanup ahead of year-end audit preparation • Deliver written findings and recommendations from the operations review • Draft corrective action plans for repeat audit findings • Recommend next steps on fee updates, sales tax measure, and capital funding plan for Council consideration
Our work will follow the Scope of Work, with priorities adjusted as the City's needs evolve and as the roles of other advisors are clarified. The immediate focus is completing the June 30, 2025 audit with the City's independent auditor and closing the books for fiscal year 2025-26 with an audit-ready trial balance and closing binder. We will then support the FY 2025-26 audit, with the goal of a cleaner and more predictable audit than the prior year.
In parallel, we will provide support on agreed priorities, including cash management, budget monitoring, and forecasting, under the direction of the City Manager. We will build a master reporting calendar and bring any delinquent state and federal filings current, prioritizing those that affect funding, debt compliance, or grant reimbursement. We will also develop a grant inventory and strengthen grant tracking, reimbursement, and compliance.
Longer-term work includes an updated finance policies and internal controls suited to the City's staffing, and training for finance staff so the City can sustain this work on its own. Throughout, we will help prepare clear staff reports and Council presentations and coordinate closely with the City's auditor and other advisors to avoid duplication.
Please let me know if you have questions or would like to discuss any of these items in more detail. 32 RESOLUTION CCR-26-XX
