8.2 – Authorize Amendment No. 1 to
Increase Funding for an Agreement with
J.B. Anderson Land Use Planning
July 23, 2025
1 Staff recommends that the City Council authorize the City Manager to:

1. Execute Amendment No. 1 to Agreement A-2324-43 with J.B. Anderson Land Use Planning, increasing the contract value by $800,000, for a total revised not-to-exceed amount of $1,550,000.

2. Take all necessary and appropriate actions to carry out the intent of this recommendation.

Recommendation
2 • J.B. Anderson has supported Mountain House land use and environmental planning since 2022. • Originally contracted through San Joaquin County.
• In May 2024, City entered direct agreement for $750,000 through June 2026. • Original contract based on past averages, not actual City demand post-incorporation.

Background – Existing Agreement
3 • Extended vacancies in planning staff.
• Higher-than-expected volume and complexity of work.
• Key support areas:
• Public counter service
• Application processing
• CEQA/environmental review
• Zoning and Specific Plan updates
• General Plan and Housing Element work
• Transition from County to City systems
Background – Why the Increase is Needed
4 • Contract planning provides:
• Scalability during demand fluctuations.
• Continuity despite vacancies.
• Timely public and developer service.
• This amendment supports current service levels.
• 60% of added cost is developer-reimbursable.
• Ensures continuity, flexibility, and responsiveness – agreement active through June 30, 2026.

Background – Strategic Use of Contract Services
5 • The proposed amendment increases the contract from $750,000 to $1,550,000. • $800,000 in new funding with approximately 60% reimbursable by developers. • Remaining $320,000 covered by the General Fund, included in FY 2025-26 budget. • Developer reimbursements are based on actual services, not budgeted in advance.
