BACKGROUND AND ANALYSIS

On October 12, 2021, the City Council adopted a resolution authorizing the Public Works Director to execute the Master Agreement Administering Agency —State Agreement for State -Funded Projects No. 04-5124S21 (State Master Agreement). The State Master Agreement specifies the process for the City to receive State -funded transportation grants and the City’s responsibilities and obligations.

As noted in the October 12, 2021 Council report, the City has been awarded a State grant of $62,000 for developing a Local Road Safety Plan (LRSP), which will be integrated with the City’s Vision Zero Action Plans. The LRSP is being prepared in accordance with Caltrans requirements, which will make the City eligible to compete for future Federal Highway Safety Improvement Program grants.

Under the terms of the State Master Agreement, project -specific Program Supplement Agreements that establish the terms and funding limits for approved projects must be executed.

To receive the grant for the LRSP, a City Council resolution authorizing the Public Works Director to execute the Program Supplement Agreement is required.
