A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOUNTAIN VIEW
AMENDING THE CITY OF MOUNTAIN VIEW MASTER FEE SCHEDULE TO ESTABLISH
A PERMIT FEE FOR PRELIMINARY PARCEL MAPS FOR URBAN LOT SPLITS
WHEREAS, staff has reviewed and analyzed the cost of providing various City services and allocated overhead costs throughout the City departments; and
WHEREAS, the City seeks to achieve and maintain financial stability through reasonable cost recovery where appropriate to allow the City to continue to provide cost-effective services; and
WHEREAS, on September 16, 2021, the State of California enacted legislation known as Senate Bill 9 (“SB 9”), which added Sections 65852.21 and 66411.7 to the California Government Code, to require local public agencies, beginning January 1, 2022, to ministerially approve lot splits and the construction of two (2) primary dwelling units on single-family zoned lots meeting certain conditions; and
WHEREAS, a proposed ordinance to amend the Zoning Code, Chapter 36 of the Mountain View City Code, and a companion ordinance to amend the Subdivision Code, Chapter 28 of the Mountain View City Code, which together implement the requirements of SB 9, are considered for approval concurrently with this resolution; and
WHEREAS, the proposed amendments to the City Code to implement SB 9 include the creation of a new permit type, Preliminary Parcel Map for an Urban Lot Split, for which it is necessary for the City to adopt a fee to ensure cost recovery for administrative costs;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mountain View that the following fees are hereby adopted as set forth in the schedules attached hereto and incorporated herein as:
Exhibit A: Fee Schedule for Community Development Department as revised on such date as detailed in the exhibit.
