RECOMMENDATION
Adopt a Resolution of the City Council of the City of Mountain View Appointing Yao Yao to the Performing Arts Committee.
BACKGROUND
On June 15, 2022, the Council Appointments Review Committee interviewed two applicants, Yao Yao and Ruth Norris, for one opening on the Performing Arts Committee. The Council Appointments Review Committee recommends appointing Yao Yao to the Performing Arts Committee.
The Council Appointments Review Committee also recommended appointing Ruth Norris as an alternate should another unscheduled vacancy on the Performing Arts Committee occur prior to December 31, 2022, as authorized by Council Policy K-2. However, California Government Code Section 54974 requires that the City Clerk’s Office post a special vacancy notice no earlier than 20 days before and no later than 20 days after an unscheduled vacancy occurs . In addition, Government Code Section 54974 prohibits the legis lative body from making an appointment to fill an unscheduled vacancy less than 10 working days after the posting of the special vacancy notice. Therefore, to remain compliant with Government Code Section 54974, staff will bring a separate resolution to the Council to appoint Ruth Norris to the Performing Arts Committee if another unscheduled vacancy occurs on the Performing Arts Committee prior to December 31, 2022 and no other applications for appointment are received for consideration during the special vacancy posting period.
The Council Appointments Review Committee requests the City Council’s support for its recommendation to appoint Yao Yao to the Performing Arts Committee.
