Briefly describe the qualifications you possess (such as employment or community experiences and education) which you feel would . be an asset to a board/commission/committee.

Strengthening communities-helping people see, celebrate and deepen their capacity to care for each other-is vitally important today, as so many feel disempowered and disconnected. I founded nonprofit Atlas of Care to study and nurture cultures of belonging and wellbeing. I bring an uncommon perspective to community building. I was trained in aerospace engineering at Princeton and Stanford, scientific research at NASA, business at Columbia, and innovation strategy at Apple and other Silicon Valley companies. I've led led groundbreaking initiatives in several industries. Two decades ago I got inspired by the potential to apply this experience to dramatically transform how we care for ourselves, our families, and our communities. I realized that in today's heavily commercialized and professionalized society, the biggest undervalued resource is people's own capacities. We, individually and collectively, can better engage our skills, knowledge, and wisdom to improve ou1 lives. In the recent past I have guided people, from corporate executives, health professionals and military commanders to social activists, laborers and students, to learn "personal science" practices to strengthen their social bonds and better care for themselves. I advise nonprofits, corporations, governments, and universities - in the US and abroad - helping them better understand and/or support their communities. Being on the Mountain View Human Relations Commission will allow me to serve my own community.

Briefly describe the qualifications you possess (such as employment or community experiences and education) which you feel would be an asset to a board/commission/committee.

Having worked for over 18 years in finance, sales, marketing (including social media channels), audit, and management across various industries and corporations, I have a deep understanding of the significance of developing products that cater to the needs of target customers, while keeping costs reasonable to remain competitive in the market. In December 2014, my family moved to the U.S. from Taiwan due to job allocation, making me a first-generation immigrant.

I joined Civic Leadership USA (CLUSA), a 501(c)(3) non-profit organization, In Feb, 2021, as the Director of Marketing and Adminstration. CLUSA supports other 501{c)(3) non-profrt organizations in promoting civic leadership development with a strong moral compass and coalition building among AAPI communities and beyond in the U.S. Through those programs, we have a profound impact on increasing civic engagement among AAPls and promoting social justice. Before joining CLUSA, I worked as an event manager in the media industry, where I was responsible for various promotional activities, including video recording and editing. During that time, I had the opportunity to attend a wide range of civic-related events for businesses. The more I became involved, the more I developed an interest in these subjects.

Since 2019, the mental health has been a significant topic of discussion, and it is closely linked with various related subjects such as culture, self-identity, sexual identity, self-awareness, education, and social issues. During the peak of the COVID-19 pandemic from 2020-2022, hate crimes became a serious issue due to numerous incidents of targeted violence that occurred throughout the nation. Not at the table will be on the manul, we strive to support, collaborate, and connect with divse non-profit organizations that have expertise in relevant areas to share their practical knowledge, train the public in differnt language {English, Chinese, and Korean), and help individuals developing the skills to mitigate risk.

Additionally, we invite elected officials to join those events in urging the public to take action. We know the language barrier is the critical reason why AAPl's participant and civic engagement rates are lower compared with other groups. While, we also realize an essential role of culture influence within the community. The topic of the LGBTQIA+ community is generally considered taboo in most Asian countries. Taiwan became the first country in Asia to legalize same-sex marriage in 2019, but tensions still exist between the LGBTQIA+ community and some segments of the general public. Unfortunately, in some countries, the LGBTQIA+ community is stigmatized and treated as a source of societal pollution because of lacking knowledge, even considering it's an illness.

The role of the Human Relations Commission is to identify social issues and provide recommendations to city council members, while also serving as a liaison between the general public and the city government. With my practical experience, knowledge, immigrant background, and extensive network, I am confident that I can make a valuable contribution to the city that I love.

FOR ENVIRONMENTAL PLANNING COMMISSION APPLICANTS ONLY
Supplemental Questionnaire (Preinterview Application)
Candidates are required to submit, along with their City application form, a typewritten response, limited to a total of approximately 350 words, to the following questions (add additional pages as necessary):

1. What qualifies you for this position?
My experience and qualification is unique and relevant: I am a trained Architect (germany UK+ US) and have over 25 years work experience in architecture, Additionally since 2003 I have been researching, designing and planning for equitble economic development through history, arts and cultural planning --with a focus in reconciliation (I co-founded a 501c3 non profit, created initiatives, designed creative clusters etc. all on my linkedin page and happy to show protfolio in an interview). I have researched this topic since 2003 and published papers, book chapters (also on my linkedin).

2. What do you think are the major issues for land-use planning in the City of Mountain View? Not specifically zoning issues but in general we need more distince Mountain View and sponsored space for Arts, culture and history that I am proposing Google could help with -- I am happy to explain and show examples in an interview?!

3. Give some Mountain View examples of successes and failures in planning.

Again I wouldn't call it a failure but rather 'unexplored potential' --for lack of better expression-- a lack of distinctiveness and identity that would exponentially set mountain apart from its neighboring cities, that would make Mountain View more memorable! Putting it differently: what makes Mountain View exponentially memorable and distinguishes it from say Palo Alto or Menlo Park etc. etc.?!

In recent years, her practice has added focus on alternative data and technology platforms, art and cultural asset mapping to guide strategic design and economic development decisions for greater good, and how best to utilize and capitalize City's arts, culture and history --music, art, heritage and creative sector-- for equitable, sustainable economic development.

PAC and the Center for the Performing Arts have undergone many changes in the past year. The Center has a new executive director. Current PAC members have served less than 2 years. As a former PAC chair, my institutional knowledge would bring valuable continuity to deliberations. A current agenda item is review ofthe Home Company Program which was conceived when the Center for the Performing Arts was a new institution. We are in a new century and many new residents joined our community. As instructed by Council, PAC is taking a fresh look at ingrained practices and will take public comments. I was part of PAC's earlier investigation of the home company program and can contribute those lessons learned as PAC formulates recommendations for City Council to consider. I actively worked on other workplan items throughout my term. During my tenure on PAC, I became familiar with how advisory bodies operate and came to know local leaders.

My professional experience includes administrative roles at Stanford University and Western Digital. I was part of the communications team of a large grant-making foundation where I was involved in increasing awareness of its Culture Program. Through the Chicago Arts and Business Council's Business Volunteers for the Arts I served as member of teams of consultants where I created marketing, audience development, and strategic plans, and researched potential funders.

CC-12 (Rev. 10-26-22) 2 of 3
My name is David Garcia. I am a 5th generation Mountain View resident. Growing up in our city as a queer Mexican American individual, the performing arts played an essential role in my development as a connected and critically conscious adult. The Performing Arts Committee has the opportunity to have a deep and wide approach in order to support our community. With a needs-based approach, I look forward to expanding opportunities for traditionally marginalized voices in our city with the performing arts committee.

I am an alumnus of both the MVWSD and MVLA districts, participating in their robust performing arts programs. After high school, I attended Chapman University to pursue my bachelor of music in music education. At Chapman, I had the opportunity to hone my musical skills and work with acclaimed musicians, studying classical, jazz, early, and mariachi styles of music. In 2020, amidst the Black Lives Matter protests, students at Chapman's conservatory of music were hungry for change. Together, I helped create the Musicians of Color Association (MoCA) in order to better support the needs and concerns of Students of Color. Since our start, MoCA has hosted and cohosted multiple DIEA summits, community concerts, and advocacy-oriented community organizing on campus.

After graduating in the summer of 2022, I returned to Mountain View. I now teach music at the elementary level in several schools from Sunnyvale to San Mateo. Currently, I am piloting a culturally relevant, community-oriented after-school music program for socio-economically disadvantaged students at Mountain View's Title I school, Castro Elementary.

Music and the arts serve as a conduit for the creation of community and connection. However, the arts remain a space that is inaccessible to marginalized individuals and communities, yet are spaces that underpin the essence of culture and diversity. If we are to support a robust and thriving community, it starts with the arts.

I look forward to working with the performing arts committee to further initiatives that enrich our community through arts and enrich our connection to self and to community.
