TITLE: Amendment of Contract with Netto
Planning Services, LLC, for On-Call
Planning Consulting Services

RECOMMENDATION

1. Authorize expenditures by the Community Development Department in an amount not to exceed $150,000 for Fiscal Year 2022 -23 for on-call contract planning services performed by Netto Planning Services, LLC , associated with project management for planning entitlement, postentitlement, and environmental review process.

2. Authorize the City Manager or designee to execute an amendment to the professional services agreement with Netto Planning Services, LLC, to increase maximum compensation by $50,000 for a total not-to-exceed contract amount of $150,000.

BACKGROUND

The Planning Division uses planning consultant services to assist in processing development applications in a timely manner, as required by State law. Currently, Netto Planning Services, LLC, provides planning consulting services through an existing contract with the City. Due to the complexity of existing development projects and applications , staff has determined additional services will be needed.

ANALYSIS

City Council Policy A -10 requires City Council authorization for compensation in excess of $100,000. Due to the demand for project management of large, complex current planning projects and the volume of development applications in Mountain View, this exi sting contract requires an amendment to increase the total compensation by $50,000 to $150,000. Services would be funded through cost-recovery fees that are charged for planning applications.
