1. CALL TO ORDER
The meeting was called to order at 3:01 p.m. with Chair Matichak presiding.
2. ROLL CALL
Present: Committee members Hicks, Ramirez (arrived at 3:02 p.m.), and Chair Matichak.
Absent: None.
3. MINUTES APPROVAL
Motion—M/S Hicks/Matichak—Carried 2 -0-1—Ramirez absent —To approve the minutes of the June 29, 2023 meeting without modification.
4. ORAL COMMUNICATIONS FROM THE PUBLIC—None.
5. DISCUSSION/ACTION ITEMS
Committee member Ramirez arrived at 3:02 p.m.
5.1 PROPOSED AMENDMENTS TO COUNCIL POLICY A-6 (CONTINUED)
Senior Assistant City Attorney Mitesh Bahkta gave a brief review of the previous discussion on this item.
Committee member Hicks asked clarifying questions.
The item was opened for public comment, but not one spoke.

Motion—M/S Matichak/Hicks—Carried 2 -1—Ramirez no —To present a new business item to the full Council with two recommendations to choose:
1. Policy wording clarifications as well as alteration to the guidelines for the annual Mayor appointments to include only Councilmembers who have been elected to the Council (rather than appointed).
2. Policy wording clarifications without any adjustments to the Mayoral appointment section of the Policy.
5.2 COUNCIL POLICY AND PROCEDURES AGENDA TOPICS UPDATE
Deputy City Manager Kimberly Thomas presented this item.
Committee members had no questions or comments on this item.
