1. What qualifies you for this position?
My qualifications for the EPC include 16 years of service on Mountain View advisory bodies, including the PRC and Library Board, and 10 years of land use experience on the Santa Clara County Airport Land Use Commission. I was also the first president of the Cuesta Park Neighborhood Association. I am clearly dedicated to our community, I always welcome diverse opinions from the public and from fellow commissioners, and I have a great attention to detail.
2. What do you think are the major issues for land-use planning in the City of Mountain View? Mountain View cannot grow geographically. Smart decisions must be made about in-fill residential and commercial development within our borders. Land use planning is a balancing act. The challenge is to accommodate substantial growth while preserving the essence of what makes Mountain View unique: its diversity, neighborhoods, open space, and the small city feeling that is neither small town nor urban. That character is what initially attracted our current residents and what will attract newcomers.
3. Give some Mountain View examples of successes and failures in planning.
Planning is always a balancing act and no policy and no project is perfect. The definition of success may be different for each project.
The most obvious planning failure is the lack of park space when building post-WWII residential developments north of Central Expressway. More recently, the Whatsapp development at 902 Villa Street was supposed to be mixed use with a ground floor cafe or retail space. After it was built, the developer claimed that the space was too small to be viable and the city allowed the developer to use it for the associated office. True mixed use (as originally planned) would have been more appropriate than ground-floor offices in this downtown location.
The Madera development that replaced Minton's is a success. It developed ample housing within easy walking distance of Castro Street and across the street from three forms of public transportation. The heights are stepped down to a reasonable two stories where it interfaces with the neighborhood.

City of Mountain View - Council Advisory Body Application Supplemental Questionnaire Response (Alex Nunez)
1. What qualifies you for this position?
As when I first applied to this commission, I believe I'm qualified for this position due to years of engagement with Mountain View's residents and community organizations with regard to development. However, having had the privilege of being appointed at that time, I believe my tenure on the commission has enabled me to further engage with the complexities of city and state policies, form working relationships with staff & colleagues, and apply all learnings to seek positive change in our community.
Of equal importance is the practical continuity that I can offer the commission and public with regard to recently established working frameworks that will guide development such as our Housing Element, Council workplan, and R3 project.
I'm grateful to have expanded my appreciation for the ways that development, or the absence thereof, directly impact the daily lives of our residents on a human level and am keen to continue advancing my understanding of our community's needs. I believe this disposition is a crucial qualification for this role as well.
2. What do you think are the major issues for land-use planning in the City of Mountain View? Housing Supply & Affordability - Addressing housing supply and affordability challenges is vital for our community's well-being and sustainable development. I have confidence in our city's efforts to combat resident displacement and affordability issues through updated BMR requirements and prioritizing the R3 zoning update. If appointed, I'll champion production increases and resident safeguards to prevent displacement.
Holding Developers Accountable - Ensuring developers adhere to our community's standards and benefit expectations is paramount. Some may seek to minimize their public contributions and housing requirements, which undermines community trust. If appointed, I'll diligently scrutinize developer proposals and collaborate with colleagues to uphold the spirit and intent of our standards.
Engaging Low-Income Residents - Prioritizing the participation of low-income residents is vital for equitable, sustainable development. I'm committed to creating accessible opportunities for their involvement and advocating for improved access to affordable housing, education, and economic opportunities. This inclusive approach fortifies Mountain View for all residents.
3. Give some Mountain View examples of successes and failures in planning.
Successes:
> Housing Element approval
> Crestview Hotel
> North Bayshore Google Project
> Castro St. closure and reactivated lights
> East Whisman precise plan
Failures:
> North Bayshore Google Project
> Sobrato Officer downtown
> 334 San Antonio Inclusionary

Environmental Planning Commission Applicant Name: Silja Paymer Please share why you want to be appointed to the Environmental Planning Commission.
I would like to be appointed to the EPC because I recognize that it plays a very important role in our cities growth and development process. Having an input in large projects means that EPC gets to help guide the future of our community. I think there is a balancing act to this input- it needs to be fairly predictable so that progress can be made on long time scale projects, but we also want to be looking for ways to innovate and improve the structure of our city, especially as our city moves to higher density living.
I personally hope to bring an eye for holistic development. My participation in the community as a resident for many years on both the north and the south side of the city gives me an awareness of the different needs in different regions of the city. My current participation as a member of SVBC and GreenSpacesV has allowed me to see how developers are willing to take public comment to improve their designs with a goal to better alternative transportation and biodiversity. I hope that if i am chosen for the EPC that we can continue to "green" the projects for our city.
Please list the community organizations in which you have participated and describe your participation and any official role/position you may have held.

- San Mateo Beekeepers Guild; Secretary (2022 Calendar Year) - Varsity Park Neighborhood Association, Project Organizer (2018-2019) - Hidden Villa; Educational Tour Guide, CSA Volunteer (2010-present) - Granada Townhouse Association; HOA President, Vice President (2007-2009) Please describe the qualifications or experience you possess (such as employment and/or education) that you feel would be an asset to the Environmental Planning Commission.
As an Environmental Science teacher believe I have a well balanced view of how environmental impacts and human needs interact. I more often teach Physics. As a physics teacher I have a lot of practice in communicating challenging concepts, listening for what people mean when they share their thoughts, and quickly assessing the meaning of data that is presented in a variety of ways. I collaborate with a variety of stakeholders for success.
As a founder of GreenSpacesMV | have attended and commented at many city meetings such as DRC, PRC, BPAC, City Council meetings, as well as EPC meetings, so have a good understanding of current city goals and priorities.
My first career was as a Mechanical Engineer for Applied Materials working on the Sunfab solar production tool. This gave me a lot of insight into the costs and benefits of a variety of alternative energy options. All of engineering is really about appropriate cost/benefit analyses and I think that this will be a good skill that I can bring to EPC.

FOR EVIRONMENTAL PLANNING COMMMISSION APPLICANTS ONLY
Supplemental Questionnaire (Preinterview Application)
Candidates are required to submit, along with their City application form, a typewritten response, limited to a total of approximately 350 words, to the following questions (add additional pages as necessary):
1. What qualifies you for this position?
I am active in following and giving comments on many of the current projects in the city pipeline. I regularly comment in DRC and City Council meetings on how projects could be more environmentally friendly with reasonable changes.
I attend community outreach meetings on projects, and give feedback that is often incorporated. As an example, on the Chase Site, I recommended that they work to be Dark Skies Initiative Compliant, and in follow up emails, they first looked into it, and then agreed.
i have attended many meetings to give feedback on the Google sites, both at Middlefield and North Bayshore. I participated in my neighborhood meeting about R3 zoning, and feel up to date on the current process timeline.
What do you think are the major issues for land-use planning in the City of Mountain View? I believe that the largest land use planning issue in Mountain View is the need for additional housing. While it is important to give people a place to live, I think that we also need to make it a place people WANT to live. To do that, we need to plan in a balanced and holistic way in order to have denser housing that is supported by active transportation options, green spaces, and access to retail spaces and community services.
3. Give some Mountain View examples of successes and failures in planning.
One of the biggest examples of both a success and failure, is the projects) at San Antonio. They are a success in being one of the first, modern, high density, mixed use developments in our city. it is great that it added so many more housing units along with restaurants and a local grocery store. The inclusion of a greenspace and dog park was a very exciting step towards more balanced design.
Unfortunately, at the same time, it is a failure in its own declared goal of being a walkable space that was to connect pedestrians to neighboring amenities. Through a lack of awareness of pedestrion scale, and even the way sunlight and shadows would fall, the space is very unpleasant to walk through. The park feels plastic, the dog park 15 plastic. Most of the retail space reguires pedestrians to cross a parking lot that does not have pedestrian pathways if they are to access them without a car. This shows that the challenge is in the detars for good planning for our growing city.

Environmental Planning Commission Applicant Name: LiZhang Please share why you want to be appointed to the Environmental Planning Commission.
Serving on the EPC can be a learning experience, offering insights into the complexities of environmental planning, regulations, and policy development. It's an opportunity to participate in land use planning, especially in areas where environmental considerations intersect with urban development. This can include advising on the location and design of new developments and participate in the development of local environmental regulations and ordinances. Advising on optimizing and updating the zoning codes, land use policies, and sustainability initiatives. I would like to have more energy-efficient building standards, green infrastructure, and renewable energy initiatives.

Please describe the qualifications or experience you possess (such as employment and/or education) that you feel would be an asset to the Environmental Planning Commission.
I have a genuine passion for environmental stewardship and sustainability, and it will be the driving force for me behind my meaningful contributions to the EPC. I have a Ph.D. degree in Chemistry which provides a strong foundation for understanding environmental issues and solutions. In my career, I learnt how environmental policy was developed, and understand the regulatory landscape and can advocate for the effective policies. I can help to advocate for and prioritize affordable housing projects that are environmentally sustainable. This helps ensure that housing options are accessible to a broader range of income levels, promoting housing justice. In addition, I have extensive experiences in community engagement and outreach from my lifelong volunteering work in the school and communities. These experiences not only demonstrate my commitment to the community well-being and an understanding of local issues but can help to navigate conflicts and find valuable solutions that benefit the community, as contentious issues can arise in the housing developments.

FOR ENVIRONMENTAL PLANNING COMMISSION APPLICANTS ONLY Supplemental Questionnaire (Preinterview Application) Candidates are required to submit, along with their City application form, a typewritten response, limited to a total of approximately 350 words, to the following questions (add additional pages as necessary):
1. What qualifies you for this position?
Education: Ph.D. in Chemistry, UC San Diego/Masters in Financial Engineering, Haas School of Business, University of California Berkeley. I attended the City of Mountain View's first Chinese Language Civic Leadership Academy where I was inspired to make a difference in the city that my family and I have called home for over 22 years. As a senior manager at Tesla, I believe in the mission of creating alternative energy resources to improve our planet. In addition, 1 plan to work towards building housing for all income levels. And I will advocate for building proper infrastructure and offering top notch city services to support our growing community. I will bring my strong analytical skills as a former research scientist, keen financial acumen as a financial manager to EPC in order to preserve Mountain View as a vibrant and a sustainable city for all.
2. What do you think are the major issues for land-use planning in the City of Mountain View? 1). The high cost of housing and limited availability of affordable housing units were major concerns for both residents and city officials. Land-use planning needed to address ways to increase housing supply and make it more affordable. 2). Provide ample park space in all neighborhoods, focusing on areas that are park deficient, and create biodiversity throughout the city to support wildlife. 3). Analyze service needs and resources in light of anticipated city growth, especially in public safety, public works, neighborhood/recreational programs, and water. 4). Strengthen the partnership with our schools to plan and respond to growing student enrollment from increased housing development. 5). Land-use planning had to consider ways to alleviate congestion and improve transportation infrastructure, such as public transit options and road improvements. 6). Decisions on where and how to allow commercial development needed careful consideration, with the desire to maintain a balanced mix of land uses and preserve the city's character.
3. Give some Mountain View examples of successes and failures in planning.
Park Place is a good example of a success. Attractive buildings, public access, preservation of existing large trees when the project was built. Award winning architecture. Terra Bella is a good example of a failure. The failure was to not to engage the residents early enough to get buy in on what was proposed before it went to council.
