Hi Aki,
Since I had put something together already. Here it is below.
Dear Mountain View, City Council Members,
My name is Terrie Rayl and I am the current president of the Cypress Point Lakes Homeowner’s AssociaƟon. We are an HOA of 302 condominium units located in the Willow Gate neighborhood between Central Avenue and Cypress Point Drive. We were very excited when Aki Snelling reached out to us to get our feedback on a proposed Precise Plan for the MoffeƩ Blvd. Corridor. We had an iniƟal meeƟng with her and there was a lot of posiƟve interest in doing a Precise Plan for this area.
We believe that the City should take a holisƟc view and have a Precise Plan from Castro Street all the way to MoffeƩ Field. With Berkeley Space Center at NASA Ames becoming a new innovaƟon hub for aviaƟon and space technology we need to be thinking about what the future of this neighborhood will become.
At the meeƟng with Aki, we talked at length about the goals and vision that we had for our community. It was very energizing and we want to conƟnue that discussion with a Precise Plan. We are not supporƟve of just having a Rezoning and Streetscape Improvements plan. We feel that is what we have already had and it has not served the residents of this neighborhood well. We want a voice and seat at the table to create the future for our neighborhood and not have developers tell us what it will become.
Part of the vision that was discussed was a walkable, bikeable area with broad sidewalks and restaurants and shops along the way. We want lots of tree canopy (urban forest) and a natural environment with public art. We want the City to implement a height restricƟon on any new development.
2 We feel that with a Precise Plan we will have a good design with community support that will be an extension of Castro Street and make Mountain View a beƩer place to live for all residents.
Regards,
Terrie Rayl

Mayor Hicks, Vice Mayor Showalter, and members of the Mountain View City Council:
Thank you for the opportunity to comment on Item 3.1 Moffet Boulevard Precise Plan or Rezoning Scope of Work On the questions posed by staff to the council:
1. We support doing a Moffett Precise Plan rather than simply rezoning the Moffett area to be in compliance with the 2023- 2031 Sixth Cycle Housing Element. The Moffett area has been envisioned as an important change area ever since it was called out as such in the latest General Plan Update in 2012. This is the time to move forward with that vision and make Moffett a walkable, livable, and sustainable extension of our downtown. A rezoning-only approach is inadequate, as it would simply provide incentives to developers without taking into careful consideration the needs of current and future residents of the Moffett area. The active participation of Moffett area residents in recent development discussions before the council shows that these residents care deeply about the future of their part of our city as we continue to densify.
2. We continue to support a high quality pedestrian and bicycle connection between the Moffett area and downtown connected to a world class transit center. The connection must be a safe, well lit area enhanced by high quality public art.
3. We appreciate that at the initial Old Mountain View Neighborhood Association outreach meeting on the Downtown Precise Plan, M offett
area city planner Aky Snelling was present and took our feedback on our vision for the Moffett area. We look forward to continuing high quality outreach, especially to those who live in or are living adjacent to the Moffett precise plan area.
Thank you for listening to our views.

Dear George and Aki. I am pleased with the opportunity to help the City decide on a path to the revitalization and future growth of our community located north of the railroad tracks. I appreciate the city's "early engagement" with the community on this effort. Obviously, this urban land use planning area or corridor needs a Precise Plan and not just zoning changes. But the Plan must be completed in an expeditious manner. We need to figure out how we can expedite this process before the developers limit our options. Can there be a pause in development in this area? Once developers get wind of this Precise Plan they may flood the city with proposals for residential and commercial developments. Personally, I envision a future Moffett Blvd corridor to be a seamless extension of Downtown Castro Street with beautiful and lively urban amenities and services, maximized integration with the surrounding trees, natural environment, and their ecosystems, well-designed and attractive landscaping with native trees and vegetation, and sustainable buildings with graceful architecture.
Also your feedback on my updated HVB paper would be greatly appreciated. I want to cover all my bases and make sure it is accurate and appealing to the community and eventually the State of California. Since HVBs are located in every community in every city, I can see this become a nationwide environmental issue. I believe even with the transition to EVs, there is a need to provide these natural barriers to protect public health and preserve urban forestry and their ecosystems. Do you agree?
Sincerely, Daniel Shane.

Hi, Aki,
Below are responses from contributors on Nextdoor for preparing your council member s’ package. There were only a few as Nextdoor doesn’t allow ‘pinning’ of posts so it quickly got lost after a couple of days. But at last night's board meeting of Cypress Point Lakes (302 households), directors and attendees appeared all on board with a strong preference for the Precise Plan option. Thank you for your outreach and we’ll see you at the study session on the 14th!
Best!
George

2 I live near Jackson Park. I regularly walk along Moffett Boulevard and patronize the Moffett Central and Moffett Plaza shopping centers. I've had family stay at the Hampton Inn. I'm definitely interested in the development of our neighborhood and how it can become more walkable for us and future residents.
George
thank you for putting this group together! I did some digging and see that EPC has the consideration of a Moffett Boulevard Precise Plan on their work plan. But beyond a few agenda items about the work plan I don't see any details on outreach or what's being prepared. Do you have any pointers to something formal from the city?

• Moffett Boulevard•Now
Todd, the City Council will be having a Study Session at its November 14, 2023 meeting on the Moffett Boulevard Precise Plan/Rezoning Scope of Work. They will be considering whether to commit to a full Precise Plan or simply rezoning.

I think it will be important to be thoughtful of the first few blocks north of Castro of moffett to encourage walkability , bikability ,amenities . The linking of downtown to moffett is changing a lot with the proposed underpass under Central 3 expressway and the Caltrain and we should be thoughtful about how we can keep our communities knit together through great planning

Like the idea of improving the sidewalks for the neighborhood. Moffet Blvd’s sidewalks are right next to the road and difficult to pass other’s when congested. We get honked at and buzzed by cars when forced into the curb area. Not sure why our neighborhood gets low priority on pedestrian safety. I guess we need martyrs to get some attention.

4 I feel strongly about preserving the small businesses, especially J&L Produce. We are incredibly lucky to have them where they are. I'm sure that people value other businesses in the area as well. I wonder what the process is and how much effect neighbors' opinions/desires can really have on city development?

Hello Willowgate Community. My name is Daniel Shane and I am a homeowner in Mountain View. I live on . I represent the Cypress Point Community Preservation Group. Our initial effort was to submit comments on the draft and final EIR for the 555 W Middlefield Road High Density Housing Development on our street. The key issues was the preservation of several majestic redwood trees the developer proposed to cut down and better integration of the surrounding natural environment and its ecosystems with the development. Of primary concern was the protection and restoration of hundreds of evergreen trees that form a highway vegetation barrier (HVB) between Highway 85 and thousands of people living in multi-family residential housing near the freeway. The developer proposed to cut down all the trees. HVBs that are tall and continuous with overlapping canopies and dense foliage provide protection from high levels of noise and air pollution, both particulate matter, vapors and gases, emitted by cars and trucks on the freeway.
These toxic and carcinogenic airborne contaminants and pollutants are particularly harmful to children. The project plan design was approved by City Council as specified. We continue to press the City Council and the developer to integrate the HVB and deed the land it is on to the city for care, maintenance, and enhancement. If you are interested, I can send you a draft paper on this public health and environmental issue at
.

This is an exciting opportunity for early engagement with the city and future developers before a large investment in the details of the plan. Residents will be able to communicate to the city their vision of an extension of Downtown Castro Street into our community. It is time for the residents most impacted by the development and redevelopment of this area to cooperate, collaborate, coordinate and communicate with neighborhood groups, city planners, and City Council to realize a grand vision for the Moffett Blvd Precise Plan. Hopefully, the resident's ideas, issues, and concerns can be voiced, heard, and incorporated into the plan during the early conceptual phase of the Moffett Blvd Precise Plan. If successful, this new process will lessen the impacts of the project on the nearby community, create a very livable and entertaining redevelopment of a somewhat neglected and depressed area of the city where a hodgepodge of individual housing developments is occurring at a rapid rate without adequate consideration of their impacts to public health, welfare, or the environment, livability, traffic and services. The new process will hopefully be done in a holistic manner and not 7 driven by large private housing developers whose vision are likely in conflict with the vision of the community for a vibrant, gregarious, and accessible community for our residents and our city. What do you think?

The City is in the early stages of exploring possible creation of a new Moffett Boulevard Precise Plan, affecting Moffett Boulevard from Central Expressway to approx. Cypress Point Drive. Whether they proceed with a precise plan or simply rezoning, what improvements and/or development would you like to see? A “Walkable” neighborhood? Street-scape improvements? Businesses inviting walk-in traffic like restaurants, coffee shops? What? Make your suggestions and discuss here in our interest group!
