To Whom It May Concern,

My name is Carlos Anaya and I am the Service Division Estimator/Superintendent for BFP Fire Protection, a local C16 Fire Sprinkler contractor. We participate in private and public works projects in Santa Clara County.

We consistently bid projects with PLAs and CWAs and have successfully won multiple projects (e.g., school districts, cities, etc). We are eager to bid on projects for the City.

CWAs and PLAs level the playing field for union and non-signatory contractors who follow the laws and requirements of the Labor code and competitive bidding laws. We know that when we bid these projects that contractors who circumvent the laws are less likely to bid, or will bid under the same requirements as honest contractors.

Additionally, the Building Trades Council and its affiliated unions have been very helpful in ensuring that my needs are met and my questions answered, leading to a much smoother project. No contractor that treats his or her employees with respect and provides them with prevailing wages and benefits should be afraid of abiding by one of these agreements.

As a contractor who decides which projects to bid, I do consider whether the project has a labor agreement and for me that is a positive.

Sincerely,

Carlos Anaya

To Whom it may concern:

Bay City Boiler has participated in a number of public and private projects where Community Workforce Agreements (CWAs) or Project Labor Agreements (PLAs) are part of the contract requirements. We are currently working on projects under Various Santa Clara & San Benito Counties Building and Construction Trades PLA’s. CWAs and PLAs give Union Contractors a level playing field to compete for work, and also provide a pool of skilled and trained workers in the many building trades required to build a successful project. These labor agreements tend to draw responsible contractors at all levels as they create a good, qualified level of fair competition.

Sincerely,

Pete Ellery
President and CEO of Bay City Boiler

Dear Mayor Hicks and Members of the City Council,

As a long-time resident of Mountain View, nothing would make me happier than to see a finalized Community Workforce Agreement for the Capital Improvement Program. I often travel outside of Mountain View for work, and a CWA would level the playing field for the upstanding contractors with which I work.

There are two types of contractors performing Public Works Construction. One type provides a family- supporting wage, family health care coverage, and real retirement security. The other does not. With a Community Workforce Agreement, all contractors will have the same compensation structure, and I will have more opportunities to work in the City that I call home.

Please approve a comprehensive Community Workforce Agreement for the City of Mountain View.

Thank you,
Michel Sainte-Marie

To Whom it May Concern,

I am the owner of Primal Paint Inc. My company has worked on a number of PLA/CWA public works projects. We’ve found that PLAs and CWAs attract the most reputable contractors by providing a level playing field and bringing the resources of the construction industry to Capital Improvement Program projects.

All contractors must follow the same standards on these jobs. For my company, this means I am not bidding against disreputable contractors, and I have a fair shot at securing the work. As an (SBE/DBE), we strongly endorse a CWA/PLA for the City.

Sincerely,
