SPECIAL MEETING—MONDAY, MAY 20, 2024

1. CALL TO ORDER
Chair Matichak called the meeting to order at 9:00 a.m.
2. ROLL CALL
Present: Committee members Lucas Ramirez, Emily Ramos, and Chair Lisa Matichak.
Absent: None.
3. MINUTES APPROVAL
Motion—M/S Ramirez/Matichak—Carried 3-0—To approve the minutes for the Special Meeting of March 20, 2024.

5. DISCUSSION/ACTION ITEMS
5.1 REVIEW OF CITY’S GENERAL LIABILITY INSURANCE PROGRAM AND OTHER RISK
PROGRAMS
Conor Boughey, Senior Vice President from Alliant , presented and provided information on the City’s Risk Management Program to the Council Finance Committee. Mr. Boughey presented on the City’s General Liability and Property Loss Insurance and the Workers’ Compensation Program and provided various samples and case studies from other surrounding cities.
Mr. Boughey also explained that minimizing the City’s risk exposure to general liability claims is accomplished through several processes, including internal assessments by City staff that are used as guides and preventive maintenance, which includes ongoing review and corrections to:

• City policies and programs;
• Agreement/contract language, including insurance requirements; • Public facilities, including sidewalks, streets, parks, and buildings; and • Training programs and procedures for City staff.
In a
ddition, Mr. Boughey stated that the City received a score of 3.5, which is nearly an “Outstanding” rating, when the third -party independent insurance auditor reviewed the City’s liability files for 2023.
